K: What conceivable incentive -- this isn't a competition between the Secy. of
State and the Presdient.
B: You are going to have to be sensitive to the morale problem over there.
K: What can I do but keep them informed? One thing is that I deal only with
the Secretary and Under Secy. so he doesn't think I am under cutting him. So
I take the heat.
B: They blamed it on you because this is the way they feel.
K: They feel that but they don't know -- I have a phone call log which shows
the chronology.
B: You are doing so much more than Mac did. It's real progress. It's a
problem of moreal and Rogers has this on a personal basis.
K: It's a rough job to come into cold.
B: Stay with it.
