HAK: The President has approved your position on the seabeds. Did you
know that?
Richardson: No, I'm very glad to hear it. We 11 start the Hill and other
contacts.
HAK: OK. Incidentally, just now I saw a column by Stu Lory Did you see it?
Richardson: No.
HAK: It describes State dissatisfaction with the way the Cambodian
XIXUAXIXXXX decision was made. It describes a Laos / Cambodia Committee
which is a way of expressing frustration with the way the system is working.
Richardson: I don't know where he got that from. We have set up a group
working for the Secretary on longer range things like if we have an Indochina
conference what would we want to get out of it or how should we influence it.
There is an element of feeling that this is the sort of thing we should do, a
way of getting some people working on aspects of the problem as a whole which
gives State Department people a function which, without involving them in the
kinds of problems before the WSAG, can still be useful.
HAK: It is just that that sort of story
Dean Rusk called me. He thought
is was unbelievable the way the departments were undercutting each xtehx other.
Richardson: Well it is bad. XX I think that statement was bad.
HAK: Well, that was not the reason I called you. I'll see you tomorrow.
