MEMCON Dr. Kissinger w/ Joseph E. Johnson May 10, 1970
After exchanging greetings Dr. Kissinger stated that he has decided
that the doves are the most aggressive birds. Johnson: Going to
be in Washington this coming Wednesday - meeting with Jack Javits
between 6 and 9:30 p.m. His secretary is going to call David Young
Monday to make an appointment with Dr. Kissinger. Dr. Kissinger
wants to see him. See if we might be able to review what it is we
can offer on the part of South Vietnam. Pull out large peace offense
great advantage. Kissinger: That is what we want to do. First, we
have to quiet the rioters a bit. Johnson: Late June. Kissinger: Oh yes.
Johnson: President has in fact set a schedule parallel with these plans.
Think the appointment of a new man would be good; don't mean to attack
Phillip. Kissinger: I know that you are not attacking Phillip. We will
talk on Wednesday. Task before people and myself is now how to heal
the wounds. It would be comforting to say that Cambodia was the cause,
but only the spark. Johnson: Double spark because of the accident at
Kent University. Kissinger: We are dealing with a big national problem.
Johnson: I take President at his word, therefore going to take full
advantage. Kissinger: Intention was to end the war more quickly not
to escalate it. Serious people are bound to debate that.
