K: In Cairo, try to convince them that the White House is not after
them with State being big brother.
S: Okay. I am seeing Hakel (?) and the Foreign Minister. Anything
to say to them?
K: I would make it clear to both, Hakel has said it's the White House
which has taken the anti-Arab position. Bergus feeds them that stuff but it
can't be in anybody's interest. One other thing: Egypt can't get out of
the great power contest by just renouncing it. They continue in it as long
as the Russians have bases there.
S:

Then on to Tunis. I'll have a three-day meeting
with public affairs officers. I have taken them from Saudi Arabia to Kuwait
all the way over to Morocco that relate to this flank of the Soviet Union. I'm
going to have a session on their sense of the way things are going. Bergus will me
us there. In each case, I will be staying with the Ambassador. And the Ambas-
sador, later on in the evening will say 'How are things going? 11 Is ther e any
nuance I can give them?
K: Let them know that they shouldn't play the game that one area is
State's and another is the White House's and also give them our view on the
Arab-Israeli dispute, that is is important. And also the U.S. Soviet com-
ponent there and on Amab radicalism which won't be erased entirely by the
settlements there. But don't attribute these things to me or I'll be getting
letters.
S: Okay. Thank you very much for calling.
K: Thank you. Have a good trip and I look forward to seeing you when
you get home.
