J: The gist of it is that it would require the President to deny most- favored nation's treatment or credit guarantees, etc. to any nation which denies its citizens the right or opportunity to emigrate or imposes more than a nominal tax levy fine fee or other charge as a consequence of the desire of the citizen to emigrate. Then the President was required to various kinds of information to the Congress in connection with that and that was in my judgment rather demeaning to the President-- K: Is th is the sense of the Senate or-- J: No, this would be part of the Magnuson bill and it is not expected to get anywhere this year or even to be brought up so Jackson's rationale is that it is a form of notice.
