Henry, I just wanted to give you the state of the situation on this
trade situation.
K:
Yeh.
J:
There is a very big mass movement to do something with this Jackson
Amendment--) I am now trying to work out language which would make
i
it entirely perspective so that it will not in anyway affect the wheat
deal and it is not going to have any effect anyhow until next year even
if it goes anywhere. So I'm trying now to work it out -- also to
eliminate that the information requirements which would be nettling
to the President, but there is no gain saying that the sentiment here
is so widespread that a great many Senator will go on that amendment
and I have the choice of either being with my troops or leading them
to someone else's authority.
K:
And what exactly is in that proposal now?
J:
The proposal is attached to Magnuson bill which is the bill that proposes
most favored nations xtreatment to the Soviet Union. And it will say
that--I'll read it to you--This is the latest version which we are working
on--do you want me to read it to you?
K:
No, just give me the gist.
J:
The gist of it is that it would require the President to deny most-
favored nation's treatment or credit guarantees, etc. to any nation
which denies its citizens the right or opportunity to emigrate or
imposes more than a nominal tax levy fine fee or other charge as
a consequence of the desire of the citizen to emigrate. Then the
President was required to various kinds of information to the Congress
in connection with that and that was in my judgment rather demeaning
to the President--
K:
Is th is the sense of the Senate or--
J:
No, this would be part of the Magnuson bill and it is not expected to
get anywhere this year or even to be brought up so Jackson's rationale
is that it is a form of notice. Now as to the sense of the Senate
resolution Humphrey is drafting that
