U.S. Embassy officials in Saigon have suggested that since the South
Vietnamese control 90% of the population, they should also control the

land. That is, any ceasefire agreement Communists forces would be
hard to pull back to friendly populated regrouping areas along the Laos
and Cambodian border. There is a notion as the case in existence before
represents no more than an optimum hope and a forewarn one. Hanoi
insists that any ceasefire must recognize the quote "actual realities"
with each side having political control in areas which troops control
and Washington would not likely jeopardize chances for a ceasefire on such
a dubious point. And then we talk about

Well, all of this is your own speculation.

Right, right, right. But a lot of this is from Saigon. not a big story
really. It's kind of keeping the momentum going.
