now my sense of this is Henry that we have made such a thing out
of this thing that if you are willing to wait as I understand you are
until Thursday for an announcement, I would like to kind of tell the
Minister to take a trip around the country for two or three days,
you and I knowing that in the final analysis that we'll give on this
issue --giving on this issue in order to get some other things that
are far more important, because I think they think by now unless
you told them something differently that it is important to us and
we
have some issues that are still sticky--the lend-lease issue,
we've got Alkievmof to agree that there will be interest payments-
you remember on the postponements-- he has now agreed to the
2001, but he --the question of how much interest is an issue. We
are a long way from home on business facilities--what they have
come up with is completely unsatisfactory and we are talking to
them again tomorrow and on Monday and we think we have a day or
two going on that. Now that--without boring you with all the details
of these negotiations, my sense of strategy would be to wait until
we get crystallized why the sticky issues are and then throw this in
the pot along about Tuesday--when we are a little more clear on
what the problems are --
HK:
I talked to Dobrynin today as I told Jim yesterday on these ships
He says anything is acceptable to them if we just take them out of
Navy jurisdiction-- says they have no objections to the ships-
PP:
But now, when I talked to Eagleberger last night, I proposed this
to him--I said alright to Eagleberger-- - he says that sounds interesting
-overnight he checked it with the Navy and they are totally opposed
to it, they won't consider it for a moment.
HK:
Why?
PP:
This presents enormous jurisdictional problems, budget problems,
appropriations problems--these ships are pretty expensive to run
and he said they won't even consider it--they are just adament about
t--He said they aren't that important-- (laughing)
So do you have any objection to the strategy of waiting until along about
Tuesday, still hanging in tough telling them that this other--
HK:
I hate to cave completely to the Soviets--I just hate to do this and
I hate to cave to our goddamn bureaucrats-- if we want them to be
put under some other jurisdiction, we'll goddamn well find a way
of doing it. I just think it is a very bad precedent to cave completely
to the Soviets on any issue.
