Hello, Henry. Tom Jarriell, how are you?
K:
Okay.
J:
All of the talk and the flurry of rumor and so forth, I was just sitting
around trying to get a perspective again on the talks. know you can't
go into any of the substance at all. I was wondering if you could give me
any background information on whether or not things may have changed
substantially from the last public briefing you gave.
K:
You know, with all due respect, everybody interpreted my last public
briefing to say that there was no progress.
J:
Well, I thought that it was slightly ambigious in that you said that they
did seem to be serious, which would indicate progress.
K:
You know, the talks have been going along the course they have been
taking, ah, the Press Office writes there is a tremendous break somewhere
along the line and --it's an extremely complex topic and it's not going to be
settled that way. There won't be a day where I walk in and table something
or they walk in and table something and we then say okay, now that does it
J:
Right, it's got to work much longer and much more involved than that--
HK:
These issues are tremendously complex. We've got armed forces scattered

all over the country--you'v got them all over China, you've got people who
have been fighting each other for 25 years and if you get serious you face a
lot of details.
J:
Right. The remark you made earlier though, in your last session that the
other side is serious and--means just that though--it doesn't mean--
H:
I think the talks - - there are serious talks going on -- none of this is for
attribution.
J:
Of course. that's fine. Is this
HK: Kfxthis was implicit in what I said last time already.
J:
Right. One think that I heard last time that stuck with me was that when the
other side decides they can't wim militar ily, then perhaps they will see
it's time to negotiate- notv that to me indicates that the other side still does
