TELCON Page 2 not see that they don't have a chance to win militarily and have not really decided to negotiate. Was that the impression? K: No, I wasn't saying whether their time had yet arrived or not-- J: Whether or not they had decided to negotiate. K: You can assume when you meet every two weeks as we have except for that time out when we were both consulting, and when one meeting last two days, we are not playing cards. J: Right. K: But that doesn't mean that it is settled and it does mean that it will succeed. J: Right. When the President says that or as he does frequently, I was ju just reading his news conference out in California and also he had this remark again about standing by our allies that too indicates that the stories that came out that you might have to step down. K: You can assume that nobody knows what is being discussed--quite seriously. J: Right--it is that type of a channel ? K: It is a very complex negotiation. The mere fact that I can say that indicates that it is serious otherwise you wouldn't be in complexities. But anyone of these hot breaks that you read, you really shouldn't take seriously. J: All right. K: That doesn't mean that it's right or wrong--it's really-as soon as we settle or if we settle it or if it clearly fails, we can explain where we are and then you will understand a little better J: Where we have been through now--where - you-- K: That's right, what the process has been.
