What I was calling about is SALT and the fact that XUNX delegation is
here, particularly Alex for a little while and reviewing the record of
the negotiations in Vienna and the hearing from
a summary of
the overall Soviet position, it seems to me that we have a good opportunity
at this stage to brief key people in the Congress on how things stand and
the relatively hard line the Soviets have taken, in terms of seeking to get
us to cease
issue what we are doing without talking seriously about--
HK:
You mean after Congress gets back.
ER:
Yeh, it would be only before the delegation goes back a couple of days next
week, that I feel if we get at it now, we could set up at least one session
that Alex could brief people.
HK:
Like who?
ER:
The Chairman and ranking members of the Foreign Relatinns and Arms
Service Committees.
HK:
I don't know how much we want to trigger Jackson right now into another
assault, but let me do this--I have to see Johnson and I would also like
to have a meeting of the Verification Panel, and then we can decide at
the end of this week when the President is back.
ER:
Okay. Say is it - we are at a critical stage with respect to congressional
support for the Trident and the B-1 - particularly as well as various R&D
efforts that are in the budget and all of which--
HK:
I basically think it is a good idea.
ER:
Their line is so tough
