There are two things, one is my own fault, it lists the Peoples Republic of China and the Republic of China in two successive chapters. It's such a total all out affirmation of our defense treaty, it's going to give us monumental difficulties in Peking. P: Which document or report are you referring to. K: The Secretary's annual foreign policy report. P: Okay. Now you object to the listing of the PRC-- K: Well, that's too late, and I probably had a change-- P: I thought it was over there for a while, I don't know. K: I do object to, on a personal ground, is of all the briefings I gave last year, I mean we are progressing, at least this year I"m mentioned in the report which is more than happened last year, but of all the briefings I gave last year, the only one that is printed in the one on December 16th listing the stalemate in the negotiations - not the one in which I have announced -- explained the agreement. not the one in which I explained the Soviet negotiations. The one that was a passing phase which makes us look worse. It's the one that the State Dept had to select as the most defensive.
