TELECON
Senator Jackson/Secretary Kissinger
March 7, 1974
7:05 PM
K: I just wanted to let you know there was some concern. You thought I
was trying to pressure you. The intent was the objective.
J: I had a press inquiry that there is going to be a compromise.
K: I was asked by Senator Nelson whether there's an all or nothing proposal.
I said I would be more than willing to discuss reformation of the people who
were concerned with the amendment as well as some of the objectives we
were seeking
not make any
of the outcome. I know you made a
statement today.
J: It was only in response to the inquiry and the inquiry was that we under-
stand you're going to work out a compromise. We're going to have talks.
K: If you read the transcript, I said I would be willing to discuss a compromise
and in another place I said I'm prepared to have discussions in general with
Senator Jackson.
J: That's fine.
K: I don't object to what you may have said, I just wanted you to understand
I did not intend
J: You understand my situation - I got a call from the press.
K: My idea
if you can work something out.
J: Abe spoke to me today - we'll all have dinner - he'll be calling you some-
time, in the next week.
K: I may be going to the Soviet Union on the 17th if we could do it before
that. If the press asks you about that statement
J: I'm not going to say anything. If they ask, I'll say there's a misunderstanding.
K: We won't say anything about it.
J: I'll have to have the ground rules.
K: We have no intention of embarrassing it.
J: Good.
