Kraft - page 2 K: And then the major problem was whether he could put sxx civilians into a town that in effect had Israeli military outposts at every corner except one road. That's really what the issue was. JK: I see. K: Never any prohibition against . JK: I see and you solved it by putting the Israelis out of the town but in the joining area. K: By putting the Israelis out of town into a joining area, your creating a demilitarized Israeli zone for a kilometer and a half beyond Quenitra. what JK: Any indication work the Palestinians are going how they're going to react? think K: Well, that was another problem he had very much on his mind. a chance that they will not react too violently. JK: Yes. So far they haven't at any rate. OK, well, look, thank you very much. K: One point you had in one of your XXXXXXX columns to which I took exception is, you know, was we didn't get the war started, the war go itself started in the Golan Heights. JK: It was crudly written on my part. not K: It was/anything we had any control over and it wasn't something we deliberatelyx used. The problem was that without these negotiations it would have escalated more into a much/extensive war. JK: Well look, it was rather crud but I also feel that without that fighting he couldn't have brought it off. K: That may be true but it wasn't a plan -- you know, it wasn't that -- there was no way of moving this thing to a negotiation faster given the Israeli domestic crisis and given the fact that we had to get these people to put something on paper to which they were committed before we started SO it isn't we deliberately let this thing build up. We couldn't start much before we did. JK: CK, I have written Bob McCloskey a note trying to explain that. I was a little surprised at his letter about that kind of relationship with me, but basically I just don't think you could ha ve done it or that the Syrians could have K: Joe I did not agree -- I didn't disagree with your analysis XXX of the dynamics of the negotiations. I objected to the phrase that I unleashed the dogs of war.
