K: I have to tell State a little about these exchanges SO they don't run wild at
the UN. I don't want them to present a resolution that embarrass you this
afternoon. I am giving a brief oral summary of where we stand. No matter who
approaches you, deal only with me.
V: I understand that.
K: I have to tell them because otherwise it will be unmanageable at the UN.
V: Later on.
K: No, now. We are under great pressure to introduce resolution to tax condemn
India. Until we here your answers we don't want a clash with you. No sense
in Malik voting until he has instructions.
V: It's night in Moscow SO he will not get them until tomorrow.
K: So, no rush.
V: Any approaches for us will not go.
K: Your proposalat the UN isn't new. This is reaffirmed by Mr. Brezhnev (?).
V: ? ? ? ? ? specially mentioning Brezhnev this morning. In Moscow done
very xex narrow bassis.
K: I will make sure nothing goes into diplomatic channel. That Beam doesn't
speak with someone there about it.
V: It's embarrassing to all diplomatic channels because they know nothing about
contacts between Brezhnev and President.
K: It's only on this narrow issue. I am going to NY and Gen. Haig also. So
Col. Kennedy is the one to contact. He will find me immediately.
