DL This matter was so messed up I couldn't tell you immediately. It was
an issue in our negotiations but unexpected stop of their negotiations. They
discussed around 10 questions. Credit, landlease, and Soviet purchasing
commission in NY, participation of American companies of building big objects
and joint exploration of things like oil in my country. General discussion. We
proposed to have a contract for 5-6 years for each year, 2-3 million tons of
feedgrain as credit given. Then arbitration in case of arguement.
K: Of food stuff?
D: In general. Want kinds of agreement on these things. We would claim for
separate point. Then you propose here representation of American countries
in Moscow and we agree if each country has trade with us. These are these
issues. To sum up when they went away they were of the impression
of these items there was progress. One
more and one less and suddenly
it was stopped ant they left rather puzzled.
K: The problem is that WKX everyone of these items is under a different
part of the bureaucracy. I am trying to see what we can move onnow.
D: Ixx As you mentioned last time, you will mention negotiations will go on and

will send a xlex team. Continual talks in March as you mentioned.
As of now lendlease when we are asked we said we are prepared.
K: To get things moving we can authorise immediatey, simply for reasons too

and what terms you decide on a trade mission. For the others they will be
cleared before others go to Moscow. All right?
K: On a very informal basis because I have not sent out instructions yet.
D: On our side no one will send out instructions yet. Very informal basis
until more clear.
