I have your letter of December 14th
regarding the letter from Mr. Nixon for
your scrapbook.
I have checked on this and find that Dick
did send a letter some time ago, but
I have asked his office to send you another
copy since it apparently was mislaid some-
where.
If there is anything further you need,
please don't hesitate to let me know. I am

Dear Cliff:
In cleaning up the loose ends which were hanging
around when I started on this job, I find that
there are two polls which were taken in September
which have not been paid for as yet.
It is my understanding that you are familiar with these
polls and that they were taken prior to Dick's decision
to run to determine the relative standing of the
potential candidates.
It is also my understanding that you had agreed to pay
for these polls and that they should therefore not be
submitted to the local Committee. Assuming this is

(a) Payroll
Present staff list and pay rates are in the Treasurer's hands
and since these have all been authorised, be is issuing checks
on the 15th and 30th of each month. Additions to the staff are
confirmed to the Treasurer by memorandum from me with
authorization as to rate and starting date.
(b) Normal Expenses
Current operating expenses including supplies, equipment

I talked to Charles Morley, Executive Secretary of the
California Petroleum Marketers Council, at HO-3-0595 on
December 5.
Mcrley says that this Council is a Trade Association
of petroleum wholesalers and distributors. They have not
previously engaged in any political activity, but do intend
to be active this year to the extent of endorsing and contributing
to selected candidates.
The major oil companies are not members of this Council
but their distributors, in many cases, are. Richfield and
Standard, for instance, have a number of distributors who
belong. Superior oil does not. The group represents 10,000
retail units in California out of a total of 26,000. They say
they are friendly with the others.
There are two associations of retail units: The California
Federation of Service Stations and the International Service
Station Association. Both of them advocate state control of the
industry and both are quite unpopular representing together less
than 1% of the retailers.
Morley says he would like to work with our staff and make
available the facilities of their public relations firm. He says it
is his firm conviction that his group will endorse Nixon for
Governor. He advises that the number of the "Serve-Yourself"
station operators have met and their Executive Secretary tells
him they are going to support Shell.

We did, indeed, enjoy an unusual evening at the Jonathan Club
and I certainly appreciated John's making possible our chatting again
after many years. I certainly understand your reasoning regarding
the timing of Bill Knowland's help and am very much aware of the
situation regarding the "Right to Work" issue.
We, of course, recognise some potential problems with the
forthcoming book, as you outline, but I think it will also have some
counterbalancing advantages in the California Campaign. Some of
these would include the reaffirmation of Dick's position and long
record of leadership in the fight against Communism; the detailed
clarification of the 1952 Fund Case -- which should help to counter-
act some of the current phony smears --1 and a number of details
regarding the 1960 Campaign which are pertinent in the forthcoming
California election.
In any event, the commitments and contracts on this book
were made prior to Dick's declaration for Governor and, in view
of this and the amount of money involved, it would seem at this
point to be unwise to hold it up.
