At the present time, the full structure of staff and volunteer personnel for this effort has not been completely crystalised. After the first of the year, however, and as the pace of the Campaign quickens, he will certainly need and welcome the active support of every interested California advecate. It is my suggestion, therefore, that after you have returned home, you drop me a line in order that I may be alerted to your availability. In the meantime, you should know that Mr. Nixon was greatly impressed by the generous tome of your letter, and that he deeply appreciates your sincere expression of support. Yours very truly, H. R. O'Toole, President Mid-West Public Relations Bureau 38129 Second Street Willoughby, Ohio Dear Mr. O'Tools: Mr. Nixon greatly appreciated and enjoyed your thoughtful letter concerning your desire to assist his Campaign for Governor of California. You should know, however, that Mr. Nixon was greatly impressed by the generous tome of your letter, and that he deeply appreciates your sincere expression of support. Very truly yours, H. R. Haldeman HRH/jb PUBLIC RELATIONS DIVISION Introduction The principle task of Public Relations in a political ampaign is to translate the personality, record, and philosophy of the candidate and his organization into terms which will have the most favorable impact upon the voting public and, thereafter, those to disseminate that impressions as widely and as often as there are techniquies of communication available to do so. It logically follows, therefore, as the first objective of the political public relations counselor, that the general state of mind of the voters must be ascertained as clearly as possible, in order that subsequent Campaign activities may properly answer resolve their doubts, their needs, and give impetus to their legitimate hopes for the future. Furthermore, the candidate and his organization must unerringly reflect those qualities which are most likely to inspire the desired public confidence. There is nothing in this requirement, however, which suggests that either the candidate or his public relations program must compromise basic convictions or waiver uncertainly on the brink of a changing public ideological climate. Always there must be a realistic awareness of the validity of Edmund Burke's theory that "Your Representative in government owes you not his industry alone, but his judgement; and he betrays instead of serving if he macrifices it to your opinion." Political Public Relations, then, serves a two-pronged function: It interprets the mood of the electorate for the candidate and his staff, and it interprets the candidate to the electorate -- always, of course, in the most advantageous light. Clearly, without an adequate public relations program, a political Campaign is doomed to almost certain disaster. A superior candidate, who lacks an adequately 2. Draft manned organization is really in no better position -- if, indeed, as good a position -- than a mediocre candidate whose Campaign is supported by well trained, stategically deployed, firmly dedicated staff and volunteer workers. Likewise, both a superior candidate and a well honed organization can make little significant impact at the polls if their assets are unknown to the voters. This, then, is the challenge of public relations in politics. It is more than pulse taking. It is more than press releases and slick promotional "gimmicks". It is more than colorful advertising slogans and brochures. Yet, in its total concept, it is all of these things -- and more. To the candidate and his organisation, the public relations dividion of a political Campaign is the cover on the book of the ideas, accomplishments, and attitudes which the strategy of the Campaign seeks to enunciate. How well the public relations program is able to package the total political'product", how energetically and effectively it distributes this package to the salesmen in the field, and to the public in general, will determine, to a large extent, the outcome of the Campaign. Richard Nixon has often decried the fact that the Republican Party does the best job, while the Democrats'talW'the best job. The public relations goal for his Campaign of 1962 is to turn the brightest light available on the superior record of performance, ideals, and objectives which the voters of California must understand and accept in their quest for first-rate government for the Nation's first state. SCOPE OF RESPONSIBILITY In the Campaign to elect Richard Nixon Governor of California in 1962, all operations and activities in the public relations field in its broadest sense, will fall under the assignment of the public relations division. These areas will include advertising, publicity, speaking engagements others than those of the candidate, and the development and distribution of promotional hb// Campaign materials. In addition, the public relations division will be charged with for the the responsibility bf servicing of all other Campaign divisions in these and related areas. Major policy and strategy for the public relations division will be formulated by a voluntary Campaign public relations advisory committee whose membership will reflect the interests of all phases of the Campaign operation, as well as competent and recognised counselors in the various fields of public relations and communications media which are represented in the Campaign effort. The public relations division will be headed by a Public Relations Director, who, in direct line of authority from the Campaign Manager, will bear ultimate responsibility for all phases of the Division's activities. Mr. Nixon is happy and honored to accept the invitation of the San Jose Junior Chamber of Commerce to be guest speaker at a benefit dinner on February 17, 1962. Since his detailed schedule for the month of February is still in the process of being developed, we would appreciate it if you would make no other commitments for Mr. Nixon's time in connection with this visit other than the dinner itself. It is quite possible that he will have to be in San Jose for only a very brief period of time and that the dinner itself may be his only activity while there. We will work out details and specific arrangements at a later date but, in the meantime, I wanted you to have this confirmation of acceptance of the appearance on February 17. Best regards. He is willing to have his name used and also to put in some work on his own part. He should be contacted and I suppose considered as our Democratic Chairman for that area. Mr. Nixon, of course, does plan to make a major speech on health care and your offer of information and a survey of prominent men in this field would be most valuable. I am taking the liberty of turning your letter over to our task force group who will be working on this subject and you will be hearing directly from them regarding proceeding with your suggestion. This will probably not be until shortly after the first of the year. But, in the meantime, you might be getting together what information you feel will be of most value and also working out an outline of what you would propose to include in your survey. First, I can assure you that Mr. Nixon will be including Humboldt County in his Campaign plans with a visit und@ ubtedly scheduled prior to the primary. The itinerary is not anywhere near completed at this point and will not be for some time. I would appreciate some advice from you regarding possible activities for Mr. Nixon in Humboldt County. If you could give us a run-down on coming public events -- such as community or countywide dinners, special celebrations, civic events, etc. -- from the period February 1 through June 1, we might be able to time a visit to coincide with the more important of these. I would also appreciate your advice on which might be most productive in terms of reaching the broadest number of people in the area. As to the question of a Fund Raising Dinner, I will have to defer an answer for the time being, since we are currently working on a number of plans for specific fund raising projects and this would have to be considered in view of the overall picture as I am sure you recognize. We will, however, keep your need in mind and see if there is some way we can work out some help for you. I'll be looking forward to hearing from you and, in the meantime, best regards. Sincerely, H. Sholders General Chairman American Society of Civil Engineers Sholders, Tanner, Marquardt & Associates, Inc. 650 South Escondido Boulevard Escondido, California Dear Mr. Sholders: This will confirm your recent telephone conversation with Mrs. Rollins of our office in which we had to regretfully turn down your kind in- vitation to Mr. Nixon to address the Pacific Southwest Council Conven- tion of the American Society of Civil Engineers in San Diego in April. Unfortunately, we have had to make a firm rule that Mr. Nixon not accept speaking engagements for national and regional conventions. We recognize that in many cases, and certainly this is true in yours, the audience will include very substantial and important groups of Califor- nians. However, if we deviate from the rule once, we have no basis upon which to stick to it on other occasions. Thank you again for your invitation, and we regret our answer must be as it is. Sincerely, H.
