Attached is a suggested form reply to out-of-state letters seeking Campaign employment. 2. After reading the letters which have already come in from out of state, however, I am inclined to think that many of them will require an individual, reply. inasmuch as it is pretty difficult to devise a form that will cover all correspondence situations. Haldeman HRH/jb PUBLIC RELATIONS DIVISION Introduction The principle task of Public Relations in a political ampaign is to translate the personality, record, and philosophy of the candidate and his organization into terms which will have the most favorable impact upon the voting public and, thereafter, those to disseminate that impressions as widely and as often as there are techniquies of communication available to do so. It logically follows, therefore, as the first objective of the political public relations counselor, that the general state of mind of the voters must be ascertained as clearly as possible, in order that subsequent Campaign activities may properly answer resolve their doubts, their needs, and give impetus to their legitimate hopes for the future. Furthermore, the candidate and his organization must unerringly reflect those qualities which are most likely to inspire the desired public confidence. There is nothing in this requirement, however, which suggests that either the candidate or his public relations program must compromise basic convictions or waiver uncertainly on the brink of a changing public ideological climate. Always there must be a realistic awareness of the validity of Edmund Burke's theory that "Your Representative in government owes you not his industry alone, but his judgement; and he betrays instead of serving if he macrifices it to your opinion." Political Public Relations, then, serves a two-pronged function: It interprets the mood of the electorate for the candidate and his staff, and it interprets the candidate to the electorate -- always, of course, in the most advantageous light. Clearly, without an adequate public relations program, a political Campaign is doomed to almost certain disaster. A superior candidate, who lacks an adequately 2. Draft manned organization is really in no better position -- if, indeed, as good a position -- than a mediocre candidate whose Campaign is supported by well trained, stategically deployed, firmly dedicated staff and volunteer workers. Likewise, both a superior candidate and a well honed organization can make little significant impact at the polls if their assets are unknown to the voters. This, then, is the challenge of public relations in politics. It is more than pulse taking. It is more than press releases and slick promotional "gimmicks". It is more than colorful advertising slogans and brochures. Yet, in its total concept, it is all of these things -- and more. To the candidate and his organisation, the public relations dividion of a political Campaign is the cover on the book of the ideas, accomplishments, and attitudes which the strategy of the Campaign seeks to enunciate. How well the public relations program is able to package the total political'product", how energetically and effectively it distributes this package to the salesmen in the field, and to the public in general, will determine, to a large extent, the outcome of the Campaign. Richard Nixon has often decried the fact that the Republican Party does the best job, while the Democrats'talW'the best job. The public relations goal for his Campaign of 1962 is to turn the brightest light available on the superior record of performance, ideals, and objectives which the voters of California must understand and accept in their quest for first-rate government for the Nation's first state. SCOPE OF RESPONSIBILITY In the Campaign to elect Richard Nixon Governor of California in 1962, all operations and activities in the public relations field in its broadest sense, will fall under the assignment of the public relations division. These areas will include advertising, publicity, speaking engagements others than those of the candidate, and the development and distribution of promotional hb// Campaign materials. In addition, the public relations division will be charged with for the the responsibility bf servicing of all other Campaign divisions in these and related areas. Major policy and strategy for the public relations division will be formulated by a voluntary Campaign public relations advisory committee whose membership will reflect the interests of all phases of the Campaign operation, as well as competent and recognised counselors in the various fields of public relations and communications media which are represented in the Campaign effort. The public relations division will be headed by a Public Relations Director, who, in direct line of authority from the Campaign Manager, will bear ultimate responsibility for all phases of the Division's activities. Christopher says that Heavey was the Democratic County Chairman in San Francisco for Pat Brown and that he has changed his allegiance now and wants to work actively in the Nixon Campaign. Haldeman\nHRH/jb\nPUBLIC RELATIONS DIVISION\nIntroduction\nThe principle task of Public Relations in a political ampaign is to translate the\npersonality, record, and philosophy of the candidate and his organization into terms\nwhich will have the most favorable impact upon the voting public and, thereafter,\nthose\nto disseminate that impressions as widely and as often as there are techniquies of\ncommunication available to do so.\nIt logically follows, therefore, as the first objective of the political public\nrelations counselor, that the general state of mind of the voters must be ascertained\nas clearly as possible, in order that subsequent Campaign activities may properly\nanswer\nresolve their doubts, their needs, and give impetus to their legitimate hopes\nfor the future. Furthermore, the candidate and his organization must unerringly\nreflect those qualities which are most likely to inspire the desired public confidence.\nThere is nothing in this requirement, however, which suggests that either the\ncandidate or his public relations program must compromise basic convictions or\nwaiver uncertainly on the brink of a changing public ideological climate. Always\nthere must be a realistic awareness of the validity of Edmund Burke's theory that\n\"Your Representative in government owes you not his industry alone, but his judgement;\nand he betrays instead of serving if he macrifices it to your opinion.\"\nPolitical Public Relations, then, serves a two-pronged function: It interprets\nthe mood of the electorate for the candidate and his staff, and it interprets the\ncandidate to the electorate -- always, of course, in the most advantageous light.\nClearly, without an adequate public relations program, a political Campaign is\ndoomed to almost certain disaster. A superior candidate, who lacks an adequately\n2. Draft\nmanned organization is really in no better position -- if, indeed, as good a position --\nthan a mediocre candidate whose Campaign is supported by well trained, stategically\ndeployed, firmly dedicated staff and volunteer workers. Likewise, both a superior\ncandidate and a well honed organization can make little significant impact at the polls\nif their assets are unknown to the voters.\nThis, then, is the challenge of public relations in politics. It is more than pulse\ntaking. It is more than press releases and slick promotional \"gimmicks\". It is more\nthan colorful advertising slogans and brochures. Yet, in its total concept, it is all of\nthese things -- and more. To the candidate and his organisation, the public relations\ndividion of a political Campaign is the cover on the book of the ideas, accomplishments,\nand attitudes which the strategy of the Campaign seeks to enunciate. How well the public\nrelations program is able to package the total political'product\", how energetically and\neffectively it distributes this package to the salesmen in the field, and to the public in\ngeneral, will determine, to a large extent, the outcome of the Campaign.\nRichard Nixon has often decried the fact that the Republican Party does the best\njob, while the Democrats'talW'the best job. The public relations goal for his Campaign\nof 1962 is to turn the brightest light available on the superior record of performance,\nideals, and objectives which the voters of California must understand and accept in their\nquest for first-rate government for the Nation's first state.\nSCOPE OF RESPONSIBILITY\nIn the Campaign to elect Richard Nixon Governor of California in 1962, all operations\nand activities in the public relations field in its broadest sense, will fall under the\nassignment of the public relations division.\nThese areas will include advertising, publicity, speaking engagements others\nthan those of the candidate, and the development and distribution of promotional hb//\nCampaign materials.
