Also, will you have sent to Mr. White, a glessy reproduction
of the Vice President's seal that they can use as artwork
for the dinner program. If we don't have a print of this,
we should get one, from Don Hughes, I guess.
These should go out as quickly as possible, since the dinner
is only a little over a week away. They want a black and
white picture of RN in the 24" X 36" size to match a picture
of Taber which they are using for the dinner.

you indicate your belief in the leadership ability of Mr.
Nixon and your desire to take an active interest in the
Presidential campaign this summer and fall.
Since I am not sure from your letter what the nature of
your intended participation might be, I am assuming that
your interest would be in working in the New York area.
On this assumption, I am therefore, by carbon of this
letter, informing Mr. George Vetter, Chairman of the New
Yorkers for Nixon, of your interest. I am sure you will
be hearing directly from Mr. Vetter who should find your
advertising experience and your interest in Mr. Nixon of
great value to him in his work.
New Yorkers for Nixon, as you might know, was formed last
year as a volunteer group actively dedicated to the Nixon

RE: Police escorts for motorcades
There have been some questions about the methods and principles
involved in requesting police escorts for the Vice President's
motorcades.
The important thing in this connection is to keep in mind the
purpose of an escort when one is used. This is, of course, to
insure that the entire motorcade, of whatever number of cars it
consists, start, continue and arrive at the destination together.
In discussing escort plans with the Secret Service field offices
or with the police, it should be emphasized that the function of
the escort is not to provide a body guard for the Vice President
or a Guard of Honor for the Vice President.
Keeping these points in mind, it becomes obvious that the number
of motorcycles or vehicles required to escort the motorcade will
depend on the length of the motorcade and number of care in same.
It will not require a large number of motorcycles at the front of
the motercade or surrounding the Vice President's cars. There
should, in most cases, be a lead car out in front usually a
marked police car. There should also be a follow-up car after
the last official car in the motorcade, and this too, should
probably in most cases, be a marked police car. These two ve-
hicles should be able to maintain radio contact with each other
so the motorcade can be held intact.
If motorcycles are needed in addition to the lead and follow-up
cars, they should operate on a push basis rather than leap-frogging.
In other words, the first motorcyclex arrives at an intersection
just as the motorcade does and holds the traffic at the inter-
section while the motorcade proceeds through. The second motor-
cycle will be running about even with the third or fourth car in
the motorcade and as it comes in to the intersection, the first
motorcycle does on shead to the next intersection. The second
one stays there until the next motorcycle arrives about even with
the sixth or seventh car and then goes on shead, and so on.
Thus there is no great confusion of motorcycles roaring back
and forth nor is there any need for extensive use of sirens or
other sound devices.
The most important thing, however, is to emphasise that the
real problem is getting the last car in the motorcade to the

destination along with the rest of the cars. Taxis Emphasis
should not be placed on the Vice President's car solely. Most
of the troubles we have had with escorts in the past, have been
due to a lack of understanding of this basic principle.

In the past, as you know, when we are in Chicago we have used Ed
Power, a former S.S. agent, to handle arrangements for motorcades,
etc. The local committeee has paid for his services, in most cases.
In connection with the most recent trip, we are paying him.
He has an arrangement with the Hertz Corporation in Chicago whereby
they provide the cars for our motorcade, and as you know, Ed lines
up drivers from the University of Chicago.
I had always thought he rented the cars from Hertz and since the whole
thing has always been handled by the local Committee, I had no reason
to believe otherwise. I now discover that Hertz apparently donates
the cars and does not charge us for them. I think, therefore, that
we should probably get a letter of thanks off to the Hertz Corporation
and I understand the proper contact would be Walter L. Jacobs, Presi-
dent, The Hertz Corporation, 218 South Wabash Avenue, Chicago 4. Illinois.
I guess he has supplied the cars for all of the trips where we have used
Ed Powers' services since the '58 campaign.
You may feel it's better not to write at this point, since we haven't
on earlier trips, but perhaps we could do it on the basis of saying
that Ed Power, who has handled our transportation arrangements in
Chicago, has informed me of your cooperation in providing cars...or
something like that.
Whatever you think is best, will be fine.

in Advertising Age.
I am sure that your work in the field of public information
could be of tremendous value to us in the forthcoming cam-
paign.
I am taking the liberty of sending your letter to Mr. Peter
Flanigan, National Director of Nixon Volunteers. I think
that his organization is the one with which you would be
best affiliated since they are devoted to the establishment
of Nixon for President Clubs in communities throughout the
country. Your availability to travel on evenings and week-
ends through the general areas of Southern Ohio and Northern
Kentucky would, I think, make you of tremendous value to this
organization.
I am sure Pete Flanigan will want to send your name on to
his Area Representative in your part of the country and I
assume you will hear directly from him in the near future.
I am very sorry you had no response to your letter to the
Nixon Club at the Shoreham Building. The reason probably
was that at the time you wrote, they were not actively
looking for volunteer workers in other parts of the country,
and apparently your offer of services was one which they
could not take advantage of right at the time. You should,
of course, have received a reply, and again, I am very sorry
you did not.

are having a Nixon Strategy Conference in Sacramento

I had a telephone call yesterday from Sem Krupnick and among other
things he reported that the Susskind telecast had created all kinds
of favomble reaction in St. Louis in spite of the fact that the show
hasn't even run out there. Apparently a number of people have heard
about it from their friends or contacts in New York or Washington and
have been very much impressed.
Sam himself had a phone call from a friend of his in New York who is
the strongest anti-Nixon man he knows, according to Sam, who said he
had called Krupnick just to apologize for some of the nasty comments
he had made about Nixon. Sam says this guy is a veryknowledgable and
savvy person and he, Krupnick was quite impressed with the fact that
this guy had reacted so favorably to the telecast.
Sam's other point was that he felt it was very important that some
work be done on the Bela Kornitzer book which he thinks supplies the
missing link in the material available on Nixon. He feels it should
be syndicated and an all-out effort should be made to build sales and
distribution of the book. This might be a project you want to turn
over to Krupnick since I'm not sure what, in general, is being done
on it at this point. He seems to have a great interest in getting
something done.
Also, as you obviously know, he is vitally concerned with the St.
Louis trip and is having a meeting this afternoon for example, to
start working on publicity for the Jewish Community Center part of
the visit. I think we should get our plans for St. Louis laid out
as soon as we can least in general so that we don't hold Krup-
nick up any longer than is necessary. I think that any delay will
be a problem as far as Sam is concerned.

Dear Mr. Boulware:
I greatly appreciated your taking the time to write on
May 9th and want to assure you that I am the Bob Haldeman
you assumed I was.
I was very much interested in your enclosed copy of your
talk in Lincoln, Nebraska and I certainly agree that we are
up against a real problem in the coming election.
As you undoubtedly know, the Vice President has been making
the same point in his chats with business leaders and is
very much aware of the situation. I had not seen the U. S.
Chamber booklet on "InfIation, Unions and Wage Policy" which
you sent on, and agree with you that the first part of that
book also provides strong evidence of the problem we are
facing.
I am sorry that I missed your phone call last week and hope
that when you return from your present trip that it will be
possible to chat with you.

As I wrote you earlier, Noble Travis, the Public Relations
Director of Michigan Consolidated Gas, is coming to Washington
again on June 6 and 7. You will recall he was here a while
back and had requested an audience with the Vice President
at that time or on this trip.
My recommendation is still that he not see the Vice President.
I would suggest that it would be a good idea for either MeWhorter
or McCaffrey to give him some time, however.
I will ask Travis to write you requesting time with the Vice
President and you can send him the standard form referring
him to MeWhorter or McCaffrey, if you will, please.
I have mentioned this to McWhorter and to McCaffrey so which-
ever of them ends up with him has a brief background on the
situation but Charlie suggested it would be a good idea to
have something in writing on the request.

Dear Doug:
Thank you very much for your recent letter. You are
right in assuming that my lack of correspondence has
been due to the fact that I've been out running around
the country.
I'm afraid I can't give you much constructive hope as
far as plans for the Convention are concerned. It looks
at this point as though we will be taking a very small
staff to the Convention and it will be limited to those
of our permanent staff who can perform an actual function
during the Convention.
I am not sure at this point whether there is going to be
anything that you could do here in Washington or in any
of our other Headquarters during the summer period. The
problem, as you recognize, is the one of trying to bring
you in for just a short period of time during the summer
and having you return to school just as the campaign
really gets underway.
I would suggest, however, that you continue to keep in
touch from time to time, and I assure you that if, as
and when anything comes up I will let you know.
I enjoyed very much the letter you enclosed with your
letter. Your pal obviously has quite a sense of humor.

I'm not sure how many of the following names Don may have already
given you or which might have been covered on lists which have
come in directly from the cities concerned but I'll cover them
here just in case:
1) Kevin Cox
Republican Party County Headquarters

He is Executive Secretary of the County Committee and
handled all the details on the over-all arrangements for Buffalo,
including the preparing of the list of names which is supposed
to be coming directly to you. I assume the name list will in-
clude Senator Cooke who is the County Chairman and was in over-
all charge.
2) Edward P. Mattar

He should be thanked for his part in organizing the
College group from the University of Buffalo who came out to
greet the Vice President at the Airport. The letter should
say that the Vice President was sorry his schedule did not permit
him to visit the campus while he was there which Mattar had re-
quested that he do.

He should be thanked for organizing the group at Syracuse
University who came out to greet the Vice President at the
Airport.

Bob White's list of names which he is sending you as well as
White's name too in connection with the Taber Dinner.

I assume that Hughes gave you the name of Alexander Jones who was
the one who put together the breakfast in Syracuse. The host at
the breakfast was Stephen Rogers who is the publisher of the Syracuse
Herald-Journal.
The manager of the Statler Hotel in Buffalo is Mr. Thurston and the
manager of the Hotel Syracuse is Mr. Wilder, in case you don't already
have those names.
The letter for the A.M.E. Zion thing should go to Bishop Walls. I
have no address on him nor no file on him, but I think that Hughes
does, if you don't already have it.
Several of Pete Flanigants Nixon Volunteer guys worked on getting
groups out to the Airport. I think it would probably be a good
idea to send letters to them. As a matter of fact, Ray Blair at
Syracuse was included in the list that the Party people are sending
you. The fellow in Buffalo is Dick Michaels and he actually is in
over-all charge of both Syracuse and Buffalo for this Volunteer
operation and Blair worked under him in Syracuse.
Dick Michaels' address is 266 Pearl Street, Buffalo, New York. His
full name is Richard W. Michaels.
