MEMORANDUM FOR:
JEB MAGRUDER
FROM:
L. HIGBY
Attached is a copy of the letter Pat Buchanan and I received
from Mr. Thomas Markey. He is the gentleman I talked to
you about who is a senior law partner in one of the law firms
here in Washington who is willing to give us two months of his
time.
I think he would be excellent for the task you discussed or
possibly in one of the assignments Buchanan has indicated here.
I also think you should consider him strongly for doing some
work in the financial area, since he would be great talking with
those sorts of people.
Please let me know what you are planning to do on this one. If
nothing appropriate can be worked out, we should let him know
rather than letting him hang. Frankly, I'm sure you will be able
to find an appropriate role for Mr. Markey.
I've also attached a copy of my note referring the original letter
to Malek. The two of you should probably coordinate on this.
Thank you.

Dear Larry:
Last week Paull Marshall and I were talking about helping in
the coming campaign, and probably by now he has offered his services.
He thought my desire to serve should be made known to the White
House people I know best -- Ken Cole, Pat Buchanan and you. I spoke on
the telephone with Ken and he is doing sone checking.
As Pete may have told you, I will remain a partner in this firm
for five more years, although after October 1, 1972, I am free to bask in
the Rehoboth sun (or snow). I touched base here. and there is no objection
to my being away in August and September (our #1 partner, Tom Wilson, is a
prominent Republican in your county).
I make no claim to any political savvy and am not seeking notoriety
or compensation; I am just a life-long Republican dedicated to the idea that
the Nixon Administration must be returned to leadership (especially after
yesterday In California). In the 1930's I practiced law for five years with
the Honorable Everett Sanders and I even helped him when he was Chairman of
the Republican National Committee in the futile effort to reelect Hoover when
FDR was on the march. Mr. Mitchell's present job is far easier than the job
Everett Sanders had.
Please let me know if there is any need and interest.
Kind personal regards.
Sincerely,
Tom

MEMORANDUM FOR :
FRED MALEK
FROM :
L. HIGBY
The attached is something that I would appreciate your personal
attention to and would suggest that you consider seriously. Mr.
Markey is no young kid volunteering. He is a senior partner at
his law firm and a rabid Agnew-Republican. There's got to be
a spot for this guy somewhere when he is willing to devote two
full months to us. He's the kind of guy who would be excellent
in the financial area talking to fat cats. Certainly there should
be a place for him.
Please let me know what your suggestion would be on what to do
here.

A good friend of mine, Geoff Myers, who is a good lawyer here
in town, would like to be helpful in any way on a volunteer basis
during the Campaign. He has a way above average legal mind,
having graduated from Duke and can probably be helpful to you
over in the Finance area somewhere. Will you please get in touch

Thank you.

Dear LynRae and Greg:
Thank you very much for stopping by and
leaving the great pine honey apple mix.
We haven't yet had a chance to try it, but
will soon, I'm really sorry we missed you,
but as plans now stand, we will be in California
for two weeks during the first part of July and
would like to see you and Greg and perhaps get
in some beach time or sailing during that period.
Please let us know where you are going to be

A good friend of mine, Geoff Myers, who is a good lawyer here

during the Campaign. He has a way above average legal mind,
having graduated from Duke and can probably be helpful to you
over in the Finance area somewhere. Will you please get in touch
with him and see what can be worked out. Gordon has his address.

Bob would like you to discuss the following things with Harry Dent:
1. Harry Dent should call on Governor Wallace. We need
to get an updated evaluation from him as to whether the
President should make another visit to Wallace or a phone
call to him or his wife.
2. Also, we should use Dent to get quietly to Governor Wallace
that if he decides to go to the Democratic Convention, we will
provide an airplane for his transportation that will give him the
proper medical facilities. Let me emphasize that Dent should
do this without fanfare and that there is no obligation on
Governor Wallace's part. Dent should make it clear to
Governor Wallace and his people that we don't want publicity
on the airplane point.
Also, you should talk to Dr. Lukash and he should be instructed to go
by and extend the President's best wishes to Governor Wallace and
also give us a solid reading on his condition. This, obviously, should
be done this week, but should not be done on the same day as the above.

ACTION PAPER
Dent should call on Governor Wallace. We need an evaluation

visit to Wallace or a phone call to him or to his wife.
Also, Dr. Lukash should go by and extend the President's best
wishes to Governor Wallace and give us a solid reading on his
condition.
Also, we should figure out a way to get word to the Governor
that if he decides to go to the Democratic Convention, we will
provide a plane for his transportation that will give him
proper medical facilities. This would be done with no
fanfare and, of course, no obligation on his part.

Bob needs, by Thursday evening, independent analyses by Teeter,
Hallett, and Buchanan on the question of whether the '60 campaign
was more effective than '68 in terms of a change in polls.
One view has been advanced that the polls showed no change in status
through the entire 1960 campaign whereas in '68 they showed a sub-
stantial decline. The possible conclusion is that the '60 campaign was
more effective and that there is a need to get out and do more along
the lines of the '60 activities.
Each one of them should be asked to address themselves to this
question independently. If you feel that the best way to get this
done is by a memo from Mr. Haldeman, prepare one immediately.

I assume we are getting copies of the Democratic Platform into

Some odds and ends we ought to be clearing up:
1. The celebrities' program
2. The whole Convention program. What are we doing to
get our stars on TV? Has Chapin taken a close look at the
public presentation of what's going to be on television at
the Convention? Who's working on this? We ought to have
a synopsis from him this Friday since Timmons has apparently
turned his report intto the appropriate people.
3. Also, what's happening on arrangements down there?
Specifically, we need to make sure that Mrs. Haldeman and
her party have tickets to everything. Also, we're probably
going to have to get a driver for them so something should be
worked out on this - maybe Collins could be the driver but
we've got to find out what needs to be done here.

Bob would like you to take a swing at doing a quantitative analysis
of the Wallace thing. In other words, according to the law, Wallace
does have the possibility of getting enough signatures to get himself
on the ballot in several states between now and the various deadlines.
But, realistically, his chances in most cases are probably pretty
slim. Where does he have active efforts going to try to get on the
ballot? What's the state by state evaluation of how he will succeed
here?

What's happening with Summer Interns?
Also, I need to know the complete situation on the Convention.
When are our plans going to be in since it is now a little more
than a month away? I would guess the planning would fall into
two areas.
1. General arrangements to be made that Haldeman
will have a somewhat passive interest in and
2. What the program is going to be that will appear
on television that Bob will have a very definite interest
in.
Where do we stand on these and when can he see them?

MEMORANDUM FOR:
GORDON STRACHAN
FROM:

SUBJECT:
Jeb Magruder just called me saying that Dave Maxie wanted
to do an article for LIFE magazine on the Nixon Campaign.
He went through the usual rigamarole about how Dave is
friendly to us, is a good guy, and will do a good story. He
wants to do it after the Convention. The article would
primarily focus on the Campaign and not on the White House.
He would, however, like one picture of Haldeman, the
President, and Mitchell doing something, and then maybe a
couple of pictures of the other White House politicals, i.e.,
Dent, Colson, and Strachan.
What Magruder wants first of all, is Haldeman's opinion on
this, and secondly a feeling as to timing. It is Jeb's feeling
that the article shouldn't run until after the Convention.
This is something you should be handling, not me. Would
you get together with Chapin, et al, and figure out what we
ought to do on this and get a plan in for approval to Bob.

Attending Convention
Bob asked that you prepare a list for him of all those
White House staff members who will be attending the
Convention in Miami, before anything is locked. He
is concerned that we may be handling this thing a bit
too loosely with the result that some people who should
attend the convention will not while others who aren't
particularly deserving will. This was brought to his
attention by Alex Butterfield who you apparently called
to ask that he set up a Cabinet information center and
pick some people who he would like to have work with
him to also go.
It's okay to do it this way initially, but before any final
approval is given, he would like to review your recommended
list.
