HIGBY The attached letter, as you know, has now been approved by both Chuck Cblson and Secretary Connally. Colson's one small change in the second paragraph reading, "I realize that it is a very difficult decision" should be included. Please refer to my original memo on getting these things out. You should get the list from Chuck Colson of who the letters should go to. What he is really talking about here are all the co-chairmen, I believe, of the Democrate for Nixon. Also, the President indicated that the letters should go first name to the ones he knew and be signed RN, and full names to the rest of the people and signed Richard Nixon. I'm not sure how you would coordinate this, I don't know who types the letters - Rose, etc., - but I would appreciate it if you would get all the necessary clearances, checks done, etc., and get the letters out as soon as possible. August 18, 1972 Dear Mr. Ray: Just a brief note to thank you very much for your courtesy in making arrangements for my wife and daughter as well as myself to stay at the Bay Club these next couple of weeks. Needless to say, we think your facility is tops and I am sure that several others share our opinion, which is why getting in was so difficult. I hope the inconvenience we caused you was not too great. I look forward to meeting you some time in the near future. Best wishes. Sincerely, Lawrence M. Higby Administrative Assistant to H.R. Haldeman Mr. William Ray President Balboa Bay Club 1221 West Coast Highway Newport Beach, California 92660 LH:pm August 30, 1972 MEMORANDUM FOR: GORDON STRACHAN FROM: L. HIGBY To confirm our conversation, Bob needs some sort of a summary of the poll book that we can carry with us at all times. This should not be approval, but rather issuessummaries and summaries of other information. He would like you to look over all of our polling informa- tion, figure out what the best summary is that could be put together and have a proposal ready for him upon return. You may want to even do it ahead of time since you are sending the polling book information out anyway. Also, Teeter is to do a quick analysis of the Harris and Gallup demographics to find out where the changes are taking place. This is to be ready also on Friday. LH:kb August 28, 1972 MEMORANDUM FOR: GORDON STRACHAN FROM: L. Haldeman feels there definitely are, but does not want you to tell Dailey this. LH:kb ADMINISTRATIVELY CONFIDENTIAL August 29, 1972 MEMORANDUM FOR: GORDON STRACHAN FROM: LARRY HIGBY I am reading here a memo that John Ehrlichman has sent to Haldeman. I don't know what kind of games we are playing, but it reads as follows: "As the President travels to various states to campaign, I think it is essential to have the comprehensive and current polling results available on board the aircraft. There are two ways to accomplish this: 1. You can see that this material and an analysis of it is on board for each trip; and 2. Roy Morey of my staff could get the material from Teeter, analyze it and have it put in my briefing book. Which way do you prefer?" Please take a look at this and give me your comments. Mrs. Haldeman wants to take them to California. Also, Bob thinks that there are credentials available for attendon at past conventions and as you know, he's been to several of them. You might want to have George or somebody, OF yourself check this out too, LH:pm (To be called to Strachan) August 20, 1972 MEMORANDUM FOR : GORDON STRACHAN FROM : L. HIGBY I can see a situation envisioning where Haldeman will want to take off unannounced and go over to take a look at the Convention Hall. If this situation should occur, of course, we will need the appropriate passes for him, you and I, already available. I would suggest, therefore, that you might want to consider getting a series of passes, whatever necessary, for the Con- vention Hall, etc., so if this thing developes, if Bob should want to go over, we can. Also, Haldeman would like to see the complete Convention section that is running tn this mornings Miami Herald regarding the staff members around the President, the President's rise, the staff member's rise, the Nixon-style, etc. It's all mentioned on page 18 of this morning's news summary. Make sure he has a copy of it available for us down there. LH:pm August 20, 1972 L.... I've talked to S about the attached. P. HIGBY Bob is still expecting a follow-up report on the young voters registration drive of August 12. In Rietz' preliminary report, it's obvious that the thing was about an 80% flop. Rietz should have enough sense to report this as being the case if that's what it really is and also, let us know what is being done to correct the situation in the future and explain why this one was a flop. LH:pm August 16, 1972 ADMINISTRATIVELY CONFIDENTIAL MEMORANDUM FOR: CONSTANCE STUART FROM: L. HIGBY Wo should got the material together with regard to what the President and First Family have done over the past three and a half years with regard to opening up the White House and put it togethor in an effective package as possible and then give it to a good writer who can summarize it all and put It out on reflection, probably in something like MONDAY. Colson will handle the writing and distribution If you could got the package over the him. This would include getting out the khapter and verse on the parties, the Thankagiving Dinners, the luncheons in the White House for the old folks, the parties at Christmas time for the blind and deaf, the underprivileged and the poor, the parties on the lewn for the poor children in Washington, the rides on the Dequois, etc. etc. The purpose of this in not to knock down the Shriver point about opening up the White House, which is ridiculous, and really not worth responding to. The purpose to, howover, to get across the story again that we have done an outstanding job over the past three and a half years in opening up the White House Acors to thousands of people who never before had the opportunity to be there. CC: Charles Colson -- When this is completed, Bob wants to see it. Hc also will probably want to forward a copy to Mrs. Nixon, Tricia, and Julie. In addition to putting this story in MONDAY, we should get it out as a feature piece, and have it available for our speakers to use, also. LII:kb August 16, 1972 ADMINISTRATIVELY CONFIDENTIAL De MEMORANDUM FOR: GORDON STRACHAN FROM: L. HIGBY We've got to make an arrangement from now on with Dailey so that we see the Boards before they've gone out -- not after he's shown them to Connally. What I'm particularly concerned with here is this "Democrats for Nixon" ad that ran today. Bob, as you know, only saw the text, not the layout, and, while the text was good, the layout that appears in this morning's WASHINGTON POST is ridiculous. The ad will be read by no one. Let's get this changed so that Bob sees all future layouts. If this ad is going to run again, let me know so we can try and change it. LH:kb August 14, 1972 ADMINISTRATIVELY CONFIDENTIAL MEMORANDUM FOR: GORDON STRACHAN FROM: L. HIGBY I've made arrangements with Alex to have Gregg Petersmeyer deliver a speech tomorrow to the wives of Administration people. Gregg should have the speech recorded and I'd also like to have you sit in and get a reading of how the delivery goes, with the thought in mind of having him deliver the speech one afternoon during the convention. Will you please make sure this is recorded and work out all the details with Alex? Also, you may want to get a couple of other people, i.e., Sahll, or Dick Moore, to sit in. CC: Alex Butterfield LH:kb August 14, 1972 MEMORANDUM FOR: GORDON STRACHAN FROM: L. HIGBY Follow-up with Chuck Colson today on getting the Harris data. If he is unable to get it, let him know you are going to have to be calling Harris direct on it. LH:kb THE WHITE HOUSE WASHINGTON August 14, 1972 MEMORANDUM FOR: GORDON STRACHAN FROM: L. HIGBY Follow-up with Chuck Colson today on getting the Harris data. If he is unable to get it, let him know you are going to have to be calling Harris direct on it. August 11, 1972 ADMINISTRATIVELY CONFIDENTIAL MEMORANDUM FOR: GORDON STRACHAN FROM: L. HIGBY Will you get with Magruder and let him know that we are setting up a mechanism to record all public utterances of any of our key spokesmen, i.e., MacGregor, etc., and that we always are sure we get a film taken by our film crew whenever Connally is doing a public appearance. It is frankly unforgivable that we failed to get the film coverage of the Connally Democratic announcement. Bob would like a specific plan in from Jeb on how we are going to be doing this by August 16th. LH:bk 400 ACTION MEMO Be sure that we are set to record all public utterances of any of our key spokesmen - MacGregor, etc., and always be sure that we get film taken by our film crew whenever Connally is doing any public appear. It's unforgivable that we failed to get film coverage of the Connally Democratic announcement. HRH:pm 8/10/72 August 7, 1972 ADMINISTRATIVELY CONFIDENTIAL MEMORANDUM FOR: GORDON STRACHAN FROM: L. HIGBY I'd be interested in your reaction to Buchanan's criticism of the Teeter briefing. Is It valid or is Buchanan only looking at part of the facts? Attachment LH:kb August 7, 1972 ADMINISTRATIVELY CONFIDENTIAL MEMORANDUM FOR: GORDON STRACHAN FROM: L. HIGBY Bob wants, for his review, upon his return tomorrow afternoon, the trend of demographics on two-way heats between Nixon and McGovern for the Harris polls and the Gallup polls since January 1. He wants the same information for the two-way trial heats between Nixon and Humphrey for our polls, since January 1. Also, he'd like the McGovern trial heats from our last two polls with the demographic breakdown. LH:kb August 3, 1972 ADMENISTRATIVELY CONFIDENTIAL MEMORANDUM FOR: GORDON STRACHAN FROM: L. HIGBY Bob wants a mock-up of a bumper sticker done as indicated on the piece of paper below. Don't deviate much from the size, relationships, or lay-out, with the exception of you may want to put McGovern on the far right-hand side. LH:kb August 2, 1972 ADMINISTRATIVELY CONFIDENTIAL MEMORANDUM FOR: GORDON STRACHAN FROM: L. HIGBY I talked to Bob about the subject raised in your political matters memo and the subsequent talking paper you did for the Ehrlichman political action group. 1. First of all you should know that the rules question has been settled. This was the primary purpose of meeting. 2. With regard to George Wallace, we are still trying to figure out who should be the contact here, but the point was made strongly that Ed Harper should not be in the business of calling up people and telling them to call George Wallace. We'll have to check the contact question again. Bob is trying to work this out, but part of it involves negotiation with C onnally and the President. 3. With regard to the convention spokesmen question, it has clearly been decided that Klein will not be a convention spokesman and this point has been made to MacGregor. 4. With regard to Malek going to California, unfortunately it is too late to do much about this. It is important, however, that we get a follow-up report from Malek. LH:kb TALKING PAPER FOR EHRLICHMAN POLITICAL GROUP Re: General Matters Ruler Queetion Stillmeet Quiting 1) George Wallace -- Apparently, Ed Harper called Harry Dent on July 27 to ask him to call Wallace and invite him to testify at the Platform Hearings. Dent called Mitchell, who said to wait on the call. Should Wallace be invited to testify at the Platform Hearings? If so, who should call him? John Connally? Harry Dent? Congressman Rhodes? 12) Republican National Convention -- Are the Platform Hearings being arranged for TV coverage? What theme should be used for the Convention? Should Connally appear? Question 3) Convention Spokesman -- Herb Klein wants to be the chief spokesman at the Convention. MacGregor has said no because most believe it would be inappropriate to have a White House Staff member as the chief Convention/Campaing spokesman. Also, Ann Dore had been selected as the "spokes person" to increase the visibility of women. Should Klein nevertheless be the spokesman? LA) Campaign Kick-Off -- Has it been definitely decided that there should not be a September Campaign Kick-Off in Southern California? Doesn't the poll data indicate we need some high visibility event to improve the President's position in San Diego? - 2 - - Quatim 5) California - Malek -- There are no Democrats on our Committee, we have no Democratic organization, and we apparently still have Nofziger still running the campaign there. If Malek is not to be the one to review and re- organize the California situation, who is? 6) Polling Data - Platform - Ehrlichman -- Bob Teeter is ready to brief Messrs. Ehrlichman, Cole and Harper on the issue information from Wave II. Would it be useful to have this briefing on the public's perception of the issues before we are locked into the Platform? 7) Local Officials for the President -- The Vice President is concerned that not enough attention is being paid to involving Mayors, County Executives, and other local officials in the re-election of the President effort. Should this activity be run entirely by the Vice President's staff? GS 7/31/72 August 2, 1972 ADMINISTRATIVELY CONFIDENTIAL MEMORANDUM FOR: GORDON STRACHAN FROM: L. HIGBY Two things let's get in today -- (1) a report on the demonstra- tionssituation -- this thing is starting to heat up, and (2) the poll material from our friend Teeter. LH:kb August 2, 1972 ADMINISTRATIVELY CONFIDENTIAL MEMORANDUM FOR: GORDON STRACHAN FROM: L. HIGBY I hnted in reviewing your political matters memo that you have not told anyone that there is not to be a campaign kick off in southern California in September. Please make sure you do this. I'm not sure Haldeman covered it in the meeting, but this way the base will be covered anyway. Let Magruder and Chapin know now. LH:kb August 2, 1972 ADMINISTRATIVELY CONFIDENTIAL MEMORANDUM FOR: BILL TIMMONS FROM: L. HIGBY SUBJECT: Haldemans at the Convention Bill, to avoid the need to bother you any further, here is a list of the Haldeman's office needs for the convention. I hope this is satisfactory. We have been dealing with John Gartland to avoid troubling you, and have provided him with a copy of this memo, 1. The Haldeman party of three, for whom commercial flight arrangements have been made for the 19th, will stay at the Seasons. At the Seasons, the Haldemans will stay in the two-bedroom suite that I understand John Gartland has arranged. 2. A white House phone should be installed in the suite. 3. Bob has requested tickets and passes to all events at the convention for himself and his party. This would include Mr. George Collins since Bob probably will not be able to attend all events. Please make convention tickets for good seats but not in the President's box. George Collins should have a seat a row or two behind the Haldemans at the convention. Bob has also requested that the Haldemans and George Collins have passes which allows them to move around through all areas of the Convention and the floor. 2 4. Please assign a car permanently to the Haldemans for the convention. The car should not be a limousine but hopefully four-door. George Collins will be the driver of this car and the car should hopefully be avail- able for his use from the time of his arrival on the 16th. Please provide parking arrangements for this vehicle at the Doral Hotel. Any parking permits, parking informa- tion, route information and special route passes should be made available to George Collins. 5. Gordon Strachan and George Collins will need single rooms at the Doral from the 16th on. Their rooms should each be equiped with one White House phone by the 16th. 6. We'll take all of our other office requirements through the Aide's office. CC: John Gartland LH:kb August 14, 1972 MEMORANDUM FOR: RON ZIEGLER FROM: L. HIGBY The President wanted Herb Klein to come in with Bailey Howard. We told the President Herb was not here. One of the subjects that would have been discussed was that we should set up a procedure whereby we try to get newspaper endorsements throughout the country, particularly in the major states. As those endorsements roll in they can have a very good momentum effect in the first week in October, and perhaps into the second week in October. What we would do here is set up a systematic effort where Herb and Bailey Howard would hit the key editors and publishers and where we have staff people who follow up on a very orderly basis to see that we have not missed any who are possibilities. I will follow up with Herb. This is just for your information. Don't do anything unless you talk to me.
