MEMORANDUM FOR :
BRUCE KEHRLI
FROM :
L. HIGBY
The attached letter, as you know, has now been approved by
both Chuck Cblson and Secretary Connally. Colson's one
small change in the second paragraph reading, "I realize
that it is a very difficult decision"
should be included.
Please refer to my original memo on getting these things
out. You should get the list from Chuck Colson of who the
letters should go to. What he is really talking about here
are all the co-chairmen, I believe, of the Democrate for
Nixon.
Also, the President indicated that the letters should go first
name to the ones he knew and be signed RN, and full names
to the rest of the people and signed Richard Nixon.
I'm not sure how you would coordinate this, I don't know who
types the letters - Rose, etc., - but I would appreciate it if you
would get all the necessary clearances, checks done, etc.,
and get the letters out as soon as possible.

MEMORANDUM FOR:
DWIGHT CHAPIN
FROM:
FRED MALEK 70m
SUBJECT:
Proposed Meeting of the President
with Women
As we discussed last night, I think it would be quite beneficial and a real
morale boost for the President to meet with the top women involved in
the campaign. Those whom I would recommend be included in this group
are:
Pat Hutar
Director of Volunteers
Nancy Brataas
Director of Telephone Operation
Ann Dore
Manager of Communications
Barbara Franklin
White House Staff
This might be a good opportunity for Ann Armstrong to see the President,
and I would recommend she be included. I would suggest that Jeb Magruder
and I accompany these women on their visit with the President.
Please let me know your thoughts as to whether this can be done and the time.
Thank you.
Inadequate
he should not meet w/

MEMORANDUM FOR :
JEB MAGRUDER
FROM :
L. HIGBY
I specifically called you on Missouri and said that mass quanities
of bumber stickers, buttons, etc., were to go there immediately.
Obviously the report indicates nothing has been sent. Let's remedy
this situation.
Also, what are we doing on distribution of the materials? Are you
convinced it's being handled as effectively as possible?

Also, please forward a report on how we're doing on
distribution of campaign materials in other states. You
will recall that Bob asked two weeks ago that we get materials

FROM:
FRED MALEK 7m
SUBJECT:
Proposed Meeting of the President
with Votor Bloc Directors
As we discussed last night, I think it would be quite appropriate and
extremely beneficial for the President to meet with the group of Voter
Bloc Directors. I would recommend the following ten people be included
in the session:
Alex Armendariz
Spanish Speaking Division
Charles Shearer
National Citizens Director
Paul Jones
Black Vote Division
Frank Naylor
Veterans Division
Webster Todd, Jr.
Older Americans Division
Richard McAdoo
Special Ballots Division (Absentee Ballots)
Bernard DeLury
Labor Division
Larry Goldberg
Jewish Division
Terrance Smugola
Urban Citizens Division (Ethnics)
Clayton Yeutter
Farm Division
Since these people are all under my direction, I would be glad to accompany
them and introduce them to the President. All of these men head their
respective Divisions, most have been on board for some time, and they are
all working very hard toward the goal of re-decting the President. Iknow
they would greatly appreciate and benefit from a meeting with the President.
Please let me know whether or not this can be done and the time.
Thank you.

Dear Mr. Ray:
Just a brief note to thank you very much for
your courtesy in making arrangements for my
wife and daughter as well as myself to stay at
the Bay Club these next couple of weeks.
Needless to say, we think your facility is tops
and I am sure that several others share our
opinion, which is why getting in was so difficult.
I hope the inconvenience we caused you was not
too great.
I look forward to meeting you some time in the

Best wishes.

To confirm our conversation, Bob needs some sort of
a summary of the poll book that we can carry with us
at all times. This should not be approval, but rather
issuessummaries and summaries of other information.
He would like you to look over all of our polling informa-
tion, figure out what the best summary is that could be
put together and have a proposal ready for him upon return.
You may want to even do it ahead of time since you are
sending the polling book information out anyway.
Also, Teeter is to do a quick analysis of the Harris and
Gallup demographics to find out where the changes are
taking place.
This is to be ready also on Friday.

I am reading here a memo that John Ehrlichman has sent to
Haldeman. I don't know what kind of games we are playing,
but it reads as follows:
"As the President travels to various states to campaign,
I think it is essential to have the comprehensive and current
polling results available on board the aircraft. There are
two ways to accomplish this:
1. You can see that this material and an analysis
of it is on board for each trip; and
2. Roy Morey of my staff could get the material from
Teeter, analyze it and have it put in my briefing
book.
Which way do you prefer?"
Please take a look at this and give me your comments.

Wo should got the material together with regard to what the

then give it to a good writer who can summarize it all and
put It out on reflection, probably in something like MONDAY.
Colson will handle the writing and distribution If you could
got the package over the him.
This would include getting out the khapter and verse on the
parties, the Thankagiving Dinners, the luncheons in the
White House for the old folks, the parties at Christmas time
for the blind and deaf, the underprivileged and the poor, the
parties on the lewn for the poor children in Washington, the
rides on the Dequois, etc. etc.
The purpose of this in not to knock down the Shriver point
about opening up the White House, which is ridiculous, and
really not worth responding to. The purpose to, howover,
to get across the story again that we have done an outstanding
job over the past three and a half years in opening up the
White House Acors to thousands of people who never before had
the opportunity to be there.
CC: Charles Colson -- When this is completed, Bob wants to

I talked to Bob about the subject raised in your political
matters memo and the subsequent talking paper you did
for the Ehrlichman political action group.
1. First of all you should know that the
rules question has been settled. This was
the primary purpose of meeting.
2. With regard to George Wallace, we are
still trying to figure out who should be the
contact here, but the point was made strongly
that Ed Harper should not be in the business
of calling up people and telling them to call
George Wallace. We'll have to check the
contact question again. Bob is trying to work
this out, but part of it involves negotiation
with C onnally and the President.
3. With regard to the convention spokesmen
question, it has clearly been decided that Klein
will not be a convention spokesman and this
point has been made to MacGregor.
4. With regard to Malek going to California,
unfortunately it is too late to do much about
this. It is important, however, that we get
a follow-up report from Malek.

TALKING PAPER FOR EHRLICHMAN POLITICAL GROUP
Re: General Matters
Ruler Queetion Stillmeet
Quiting
1)
George Wallace -- Apparently, Ed Harper called Harry
Dent on July 27 to ask him to call Wallace and invite him
to testify at the Platform Hearings. Dent called Mitchell,
who said to wait on the call. Should Wallace be invited
to testify at the Platform Hearings? If so, who should
call him? John Connally? Harry Dent? Congressman Rhodes?
12) Republican National Convention -- Are the Platform
Hearings being arranged for TV coverage? What theme should
be used for the Convention? Should Connally appear?
Question
3) Convention Spokesman -- Herb Klein wants to be the
chief spokesman at the Convention. MacGregor has said no
because most believe it would be inappropriate to have a
White House Staff member as the chief Convention/Campaing
spokesman. Also, Ann Dore had been selected as the "spokes
person" to increase the visibility of women. Should Klein
nevertheless be the spokesman?
LA)
Campaign Kick-Off -- Has it been definitely decided
that there should not be a September Campaign Kick-Off in
Southern California? Doesn't the poll data indicate we
need some high visibility event to improve the President's
position in San Diego?
- 2 - -
Quatim
5)
California - Malek -- There are no Democrats on our
Committee, we have no Democratic organization, and we
apparently still have Nofziger still running the campaign
there. If Malek is not to be the one to review and re-
organize the California situation, who is?
6) Polling Data - Platform - Ehrlichman -- Bob Teeter
is ready to brief Messrs. Ehrlichman, Cole and Harper on
the issue information from Wave II. Would it be useful
to have this briefing on the public's perception of the
issues before we are locked into the Platform?
7) Local Officials for the President -- The Vice
President is concerned that not enough attention is being
paid to involving Mayors, County Executives, and other
local officials in the re-election of the President effort.
Should this activity be run entirely by the Vice President's
staff?

Bill, to avoid the need to bother you any further, here is a list of

troubling you, and have provided him with a copy of this memo,
1. The Haldeman party of three, for whom commercial
flight arrangements have been made for the 19th, will stay
at the Seasons. At the Seasons, the Haldemans will stay in
the two-bedroom suite that I understand John Gartland has
arranged.
2. A white House phone should be installed in the suite.
3. Bob has requested tickets and passes to all events at
the convention for himself and his party. This would
include Mr. George Collins since Bob probably will not
be able to attend all events. Please make convention
tickets for good seats but not in the President's box.
George Collins should have a seat a row or two behind
the Haldemans at the convention. Bob has also requested
that the Haldemans and George Collins have passes which
allows them to move around through all areas of the
Convention and the floor.
2
4. Please assign a car permanently to the Haldemans
for the convention. The car should not be a limousine
but hopefully four-door. George Collins will be the
driver of this car and the car should hopefully be avail-
able for his use from the time of his arrival on the 16th.
Please provide parking arrangements for this vehicle at
