MEMORANDUM FOR:
DICK HOWARD

CHARLES W. COLSON
The President, last night, during our phone conversation
indicated that he wanted a major speech attacking Muskie
and a major speech attacking Humphrey, particularly
their vacillation; how they have shifted from a hawk to a
dove position, hitting them hardest on the point that they
can't be trusted that they lack consistency and can't be
depended upon. He thinks they both need at separate
times to be taken on with very major speeches.
Obviously, this is a Dole project. I don't think we should
trust the drafting however to Nofziger because he is simply
too busy these days. This might be a Khachigian project but
only if he does a thorough job. In other words, we should
find conflicting quotes, conflicting positions, conflicting
statements and weave it all into very coherent speeches. You
should then have a discussion with Nofziger to see if we can't
program Bob Dole; I'll also talk to Lyn once the drafts are
ready. If we run into problems because of Senatorial courtesy
then we need to be thinking very hard about another speaker
who can do this, someone with stature, but not a Member of
Congress.
Please start working something along these lines.
