December 5, 1969 MEMORANDUM TO THE PRESIDENT FROM: Patrick J. Buchanan RE: My Lai Incident In addition to the answer on My Lai suggested in here, I am not recommending -- since I lack knowledge of the facts -- but am laying out here some suggested possible approaches to the questions which Ron Ziegler says ( in his memo) may come up about My Lai. 1. If pressed on when you became aware of the My Lai incident, Ziegler has said August, and that the Defense Secretary's office undertook their investigation in April. A possible way to fudge any real trouble here is this: The President was informed of the magnitude and the full nature of what was alleged to have happened in August, immediately following the investigation of the Defense Department. Prior to that there was awareness that an investigation was taking place, but it was not known the charges would be of any such seriousness or magnitude. This was brought immediately to White House attention when we learned the full facts in the case which eventually produced the indictment. 2. Why the delay before the President was informed? The President is not informed of every such investigation as it is taking place. There are probably some going on now he is unaware of. The President was immediately informed when the full facts were in -- and the extent of the charges and gravity of the case was clear. (To my knowledge, there is still nothing that prevents us from saying -- if necessary -- that the President was aware that some investigations were being conducted, but that Defense brought it directly to the President's attention when it was learned what a grave situation it was.
