I now turn to a subject which next to our desire for peace may well
become the major concern the issue of the highest priority for the
American people in the decade of the seventies.
1. In the next ten years we shall increase our wexable wealth
by kifklxpercentx fifty percent.
The question is
(1) Does this mean that we will be fifty percent
richer in a real sense, fifth percent better off,
fifty percent happeer.
(2) Or does it mean that xthex in the year 1980 the
President standing in this place will look back on a
decade in which the eighty percent of our people who
live in our cities were choked by traffic, suffocated
by smog, poisoned by water, deafened by noise and
terrorized by crime.
These are not the great questions that concern world leaders at
summit conferences.

But people do not live at the summit. They live in the
foothills of everyday experience.
2. Perhaps it is time for us all to concern ourselves with the
way propix real people live in real life.
3. Leaders tend to take the over view.
(1) kThey forget that there is a perspectiv e that can be
gained from an under view.
