SUGGESTED REMARKS- VFW DINNER
Background Note: The VFW award which you will present to Senator
Jackson is given to a Senator one year and a Congressman the next. It
was first awarded in 1963 to Senator Carl Hayden. Awardees since have
been: John McCormack, Everett Dirksen, Wilbur Mills, Richard Russell
and Olin Teague. The object is a solid bronze scroll which will have in-
scribed upon it the name of the recipient (Senator Jackson), an outline
of the U.S. with his State outlined in 14k gold, and the words "for out-
standing service to the Nation. 11 The dinner has been held for 22 years.
When I speak to most military groups, I do so as Commander-in-
Chief. But when I speak to the Veterans of Foreign Wars, I come as
another veteran of a foreign war - - not only as Commander Chief but
as Commander, U. S. Naval Reserve, Retired. I am pleased to greet
you as ''my fellow veterans. 11
At heart, all who have fought in battle are dedicated to the same
goal: an end to war. But we know, too, that peace is a mockery unless
it is peace with honor. You have contributed to peace in a most important
way this year. Your Operation Speakout program has helped to demonstrate
the depth of American opinion supporting our policies in Vietnam. This
has been a major service to the nation. And I want to say a special word
of thanks for your quick and strong support of my statement on Laos. We
may disagree on tactics but we have no disagreement on principles.
