NEWS SUMMARY April 4, 1970 (wire reports 4/3) SINO-SOVIET The Soviet Union has pulled back its forces 31 miles from the Sino-Soviet border in a compromise intended to avert armed clashes with Red Chinese troops, Communist diplomats said.
