9 RUMSFELD Don Rumsfeld is on a collision course with the education profession. At issue are two multi- million dollar "experiments" launched by improving the schooling of children from poor families. Representatives of educational groups have voiced fear that the proposals merely would "take money out of one pocket and put it into another' instead of providing more money for the existing job. Rumsfeld characterizes the objec- tions as bordering on the irrational and said they "seem to have only one purpose - - to stop the experiments -- to stop learning. (UPI) **** BUR GER CIVIL RIGHTS In his first term, Chief Justice Burger ranked lowest on the Court in favoring individuals as- serting civil rights, the American Jewish Congress said. But the Congress said its annual study of the Court's civil rights decisions found no tendency by the Court to chip away at the liberal decisions it reached under Earl Warren. **** BLACK SILENT MAJORITY The head of the Black Silent Majority Committee depl deplored police shooting by militants and called on negroes to cooperate with authorities to apprehend the assailants. Clay Claiborne said the committee will soon form action units against urban violence and subversion in several major US cities. "The tiny insidious cluster of militants who are out to destroy this country by savage attacks on police officers do not represent the overwhelming majority of black people,¹ Claiborne said. President Nixon, in a telegram to the committee, applauded the memberships "constructive role in furthering the work of true social justice. ****
