ABC called Dems daily dropping of charges a form of political water-torture. MacGregor, on film on 2 nets, denounced new accusations as false and libelous this Time) the the and evidence of bankruptcy of McG candidacy. Judge Richey held up expansion of suit on a technicality - Dems didn't request to expand it but they 11 do that Tues. (Newsweek w/4 page review on Watergate. A "visibly angry'' Butz on lengthy ABC film - also on CBS - denounced McG's charges of + official misbehavior as a "bald-faced lie", and said that he wouldn't take sitting down charges implying that both he and RN lied on the grain deal. All nets with film of McG as he repeated charges, and said the small farmer and taxpayer lost out in the affair. (Time/Newsweek no memo both review the controversy over grain deal and indicate necessary considerable farmer dissatisfaction.) - Straight NBC film on VP in Las Vegas but Shriver didn't do so well w/reporter saying his campaign has long way to go. - Explosion at Bien Hoa wounded 41 GIs and damaged 70 SVN choppers, NBC noted in its lead story. NBC/CBS noted VC's new position paper on a coalition gov't, but US officials found little of encouragement. Marvin Kalb thinks the new paper is of significance, however all nets noted HAK was Moscow.
