16 All nets noted DOD announced about 2, 000 GIs have been ordered to Wash. to stand by in case of trouble during the Inauguration. UPI notes protest leaders have either pledged to be peaceful or said they plan no civil disobedience. ABC's Geer over film of troops practicing for Inauguration said "practice makes perfect" and Inaugural Committee's goal is perfection: to run "impeccable" series of ceremonies. But "protest and perfection" is goal of anti-war groups and individuals. On film Abzug estimated large number of MC's will stay away as protest sign of non-support of RN policies. Magruder noted protesters "tend to become violent" while insisting Committee doesn't expect violence but remember past violence. Another film clip showed training of marshals to keep people in line w/teacher emphasizing non-violence. Meanwhile Jerry Wilson doesn't anticipate problems w/people coming to "peacefully petition" gov't but from his CP he has radio contact all over city and helicopter support over parade route. Crowd of 5, 000-50, 000 is estimated and Geermoted federal troops coming to town "in unlikely event'' of trouble NBC noted planned boycott of Inauguration by MC's w/Library of Congress knowing no history of anything similar in Inaugurations. (Boycott not noted by CBS) Earlier, Abzug said "the talk around the Hill" was about 150 MC's would boycott ceremony. Don Edwards called boycott "not organized" and his prediction of 165 MC's not participating only an estimate When asked his opinion on the boycott, Albert said he planned to attend ceremonies, adding as long as House members don't "mis- behave on the House floor or bring discredit to the House, then it's none of my concern. 11 Scott described such plans as "tasteless" and said he doubted that as many as 165 House members will boycott the ceremonies "unless the weather is cold. " In CBS AM interview Magruder said Inaugural accomplishes in 10 weeks what should take year of preparation. He admitted calling it "total marketing project" because of parades, social events, medals and souvenirs, etc. While pointing out Inaugural self-funded, Benton interrupted to mention Hill outlay of $850, 000 which Jeb noted is for swearing in only. On profit making, Magruder called Mint deal "fair arrangement" since Mint put $1 M up in advance and cause medals have souvenir appeal to coin collectors.
