Santiago First Ladies Conference
You will be participating in the 8th Conference of Wives of Heads of State and
Government of the Americas, marking your fourth consecutive year of participation in these
annual conferences since you hosted the Symposium on Children of the Americas during the
1994 Summit of the Americas.
This year, you will participate in the end of the 2 ½ day conference, and your scheduled
activities include: (1) a speech at the conference; (2) a USAID signing ceremony; and (3) the
signing of the Santiago Declaration and unveiling of the paintings completed by the participating
artists from around the hemisphere.
Conference Overview
This year's Conference is entitled, "America Paves Today the Roads for the Year 2000,"
and will focus primarily on four issue areas: (1) Education; (2) Domestic Violence; (3) the Right
to Participation, particularly for women; and (4) Coordination with the Commitments of the
Second Summit of the Americas. The Conference begins on Monday morning with opening
remarks by Mrs. Frei, followed by four panel discussions run by international organizations on
conference topic issues -- first, rural women; second, sex education for young women; third,
domestic violence; and fourth, measles eradication. After these panel discussions, each First
Lady or Government Representative will have an opportunity to make remarks on one of the
Conference topic areas. These presentations will continue until the close of the Conference,
when the First Ladies will sign the Declaration of Santiago at Museo Casa Lo Matta, where the
paintings of artists from around the Hemisphere will be unveiled and presented to each First
Lady.
As in the past, international organizations have forwarded specific projects for the First
Ladies involvement. This year, these include: (1) "21st Century Schools: Educating for Life," a
PAHO/WHO initiative to use schools in the region more effectively to promote child and family
health; (2) "Women's Leadership in Latin America and the Caribbean," an IDB project to
increase women's participation in civic and public life; (3) "United Nations Women's and
Children's Human Rights Campaign," a United Nations campaign to denounce all forms of

violence against women and children in commemoration of the 50th Anniversary of the
Universal Declaration of Human Rights; (4) "Maternal Mortality Reduction Program," an
ongoing PAHO initiative to reduce maternal mortality in the hemisphere (which has continued to
be an important activity of many of the First Ladies); (5) "Support for the Development of
Policies for Senior Citizens," a UNDP initiative to achieve a gradual and sustained improvement
in the standard of living of senior citizens in the region; and (6) "Program to Strengthen the
Integration of Rural Women," a IICA (Inter-America Institute for Cooperation on Agriculture)
and ICW (Inter-American Commission on Women) project to promote and support public and
private sector actions aimed at improving the living conditions of women, and their role in
efforts to develop rural life in the region.
As you know, Aida Alverez, Administrator of the Small Business Administration, will
represent the United States at the Conference until your arrival on Wednesday morning. Your
substantive role in the Conference will consist of your remarks, the USAID grant signing
ceremony, and the Santiago Declaration signing ceremony. You will be the first speaker of the
final day of the Conference, and your remarks will focus on women's political participation and
the strengthening of civil society, providing a thematic ramp-up to the Uruguay Vital Voices
Summit. Following your remarks, there will be three additional presentations (by the
representatives of Guatemala, St. Lucia, and Costa Rica), after which the USAID signing
ceremony will take place. (Conference agenda is attached.)
Grant Signing Ceremony/Announcements
You and Mrs. Frei will host a ceremony to witness the signing of two USAID grants.
The first, a $5.0 million grant with the International City-Council Management Association and
the National League of Cities, will work to strengthen and support local governments through
Latin America, a goal of the Second Summit of the Americas. The second grant, which also
stems from Summit commitments, will support a U.S.-Chile Scholarship program dedicated to
improving development programs in the areas of poverty alleviation, democracy strengthening,
education, and economic integration. Mark Schneider will sign each grant agreement on behalf
of the USAID; counterpart signatories will be: (1) scholarship agreement: Jacqueline Weinstein,
Executive Director, the International Cooperation Agency of the Republic of Chile, and (2) local
government grant: Rita Soler-Ossolinski, Director of Communications and Information, the
International City/County Management Association.
In addition, you will make the announcement of a new commitment by the Merck
Pharmaceutical Company to donate 5,000 copies of the Spanish-language version of the Merck
Manual: Home Edition to the Pan American Health Organization (PAHO) on behalf of the First
Ladies. These manuals, which contain information for physicians in simple, everyday language,
will be distributed by PAHO to rural health clinics, hospitals, libraries, and other groups
throughout the region. In addition, Merck has committed to donating 50 percent of the royalties
from the sale of the Spanish version of the Home Edition to promote rural health in the

Hemisphere.
Declaration Signing/Unveiling of Painting
At the Santiago Declaration signing ceremony, you will sign the Declaration on behalf of
the United States (draft attached). In addition, this signing ceremony will provide the venue for
the unveiling of paintings that have been completed by artists throughout the Hemisphere while
the Conference is ongoing.
Mrs. Frei added a new component to the Conference focused on reaching at-risk youth
through the arts. She has asked each First Lady to bring with her to the Conference a painter
from her own country. These artists will be paired with a group of at-risk Chilean children to
produce artwork murals to be unveiled during the signing of the Conference declaration (which
you are scheduled to attend). This effort is sponsored the Integra Foundation, with which Mrs.
Frei is closely affiliated.
Jesse Trevino will travel to the Santiago to participate in this effort on behalf of the
United States. He was identified through consultations with the President's Committee on the
Arts and the Humanities and the White House Millennium Council (which is funding his travel).
Mr. Trevino is a realist painter from San Antonio, Texas, who has experience working with
children, speaks Spanish, and is a well-known artist. He has had a number of national shows in
the last few years, and has received several awards for his work. His portrait of former
Congressman Henry Gonzalez, for example, hangs in the Capitol, and the Smithsonian's
National Museum of American Arts includes his work in its permanent collection. In addition,
Trevino's personal story is quite remarkable -- he is a Vietnam War veteran who lost his
dominant hand during the war and subsequently learned to paint with his left hand.

I hope that this note finds you well. I want to first thank you and your staff very much for
the warm hospitality and many kindnesses you showed to Madeline and me in Santiago last month
at the preparatory meeting. We were all very impressed with the meeting your leadership was
both organized and very thoughtful.
As we discussed in Santiago, Mrs. Clinton is delighted to participate in the 8th Conference
of Wives of Heads of State and Government of the Americas, and she is looking forward to
visiting your country again. While we are still arranging Mrs. Clinton's exact schedule, we would
ask for her to speak on September 30, the final day of the conference. She will speak on
"Promoting Women's Rights to Full Participation in Society and Supporting Civil Society," which
falls in the category of "the Participation Right" on your agenda.
Our review of the declaration is ongoing, but we are quite pleased with the text as it
stands (one minor revision follows). We do, however, have a concern about the quality of the
English translation, as we discussed in Santiago, and would like to offer for our professional
translators to provide an alternate translation, so that we can be sure the Spanish and English texts
are substantively the same.
Finally, Mr. Mark Schneider and I would like very much to reach you by telephone in next
few days, to discuss the conference agenda you are planning and the proposed signing ceremony
we discussed briefly in Santiago. If there is a draft of the conference agenda that we may review
prior to that call, please forward that to us. 1 look forward to speaking with you by telephone in

Conference in Santiago, Chile
The purpose of this memorandum is to provide an overview of the status of preparations
for the 8th Conference of Wives of Heads of State and Government of the Americas, to be held in
Santiago on September 28th - 30th, in which Mrs. Clinton is scheduled to participate.
Conference Overview. The Conference is scheduled to run from Monday, September 28th
through Wednesday, September 30th. On Monday morning, there will be an inaugural ceremony,
followed by panel discussions and presentations by participating First Ladies and government
representatives. On Tuesday, these presentations will continue, with an official dinner that evening
at Castillo Hidalgo, hosted by Mrs. Frei. Wednesday morning will be the final Conference session
of First Lady presenations. At approximately noon on Wednesday, the Conference participants
will proceed to Lo Matta Museum, where the signing of the Conference declaration will take
place, as well as a display of artwork (murals) produced by Chilean at-risk children and artists
from throughout the Hemisphere. (Each First Lady has been asked to bring with her a painter
from her country to participate in this painting effort while the Conference is ongoing; we are in
the process of identifying the U.S. artist with the help of the President's Committee on the Arts
and the Humanities).
HRC Conference-Related Schedule. As discussed, we have communicated to the Conference
organizers and the U.S. Embassy that Mrs. Clinton will arrive sometime on Tuesday, September
29 (late afternoon - early evening TBD) and participate in the official dinner that evening. On
Wednesday morning, Mrs. Clinton's schedule will be devoted to Conference-related activities: (1)
giving her Conference speech, entitled, "Promoting Women's Rights to Full Participation in
Society and Supporting Civil Society"; (2) participating in the Conference proceedings of
discussion and listening to presentations; (3) participating in a separate USAID signing ceremony
with Mrs. Frei; and (4) participating in the Conference declaration signing ceremony and art
unveiling. Below is an outline of the events in which Mrs. Clinton will participate that are
associated with the Conference:

Wednesday, September 30th
Entire Morning (c. 9:00 - noon) -- Conference proceedings, HRC speech, and separate
USAID signing ceremony (Sheraton Hotel)
c. 12:30 pm -- Conference Declaration signing and artwork unveiling (Lo Matta Museum)
Logistics and Hotel Information. As noted above, there are three sites for the Conference-
related events in which the First Lady will participate: (1) Castillo Hidalgo (a restored castle atop
a hill in the City, where the dinner hosted by Mrs. Frei for First Ladies only will take place); (2)
the Sheraton Hotel, where Mrs. Clinton will participate in Conference proceedings, give her
speech, and have the USAID grant signing ceremony; and (3) the Lo Matta Museum, an outdoor
venue (large courtyard of a museum), where the Sangiago declaration HRC and artwork unveiling
will take place.
The Conference organizers and the Embassy are eager for a decision about hotel choice for
the HRC travelling party, as rooms are quickly disappearing due to the Conference. The First
Ladies are being housed by the Conference at the Sheraton Hotel (where the Conference
proceedings are taking place), but, as you know, the President and First Lady have always stayed
at the Hyatt Hotel. It might make sense to choose the Hyatt (which the Embassy recommends),
both for familiarity sake and so as to avoid some of the Conference chaos. In addition, at the
Hyatt, there is greater likelihood that the entire delegation will be able to stay together. I told the
Embassy that Patti would make this decision and that either she or Evan would relay the
information to the DCM as soon as possible.
Manifest Information. Aida Alverez, Administrator of the SmallBusiness Administration, will
represent Mrs. Clinton at the Conference prior to her arrival (as Hattie Babbitt did last year).
Melanne spoke with Administrator Alverez, and my understanding is that she plans to meet the
travelling party in Santiago and continue on with them both to the Vital Voices Conference in
Uruguay and back to Washington. In terms of staff for the substance of the Santiago Conference,
two people will be there: (1) Madeline Williams from USAID, who works for Mark Schneider,
accompanied me to the preparatory meeting, and serves as the primary USAID point of contact
for briefing information for the trip, and (2) Liliana Ayalde, who has worked with us on this
Conference for many years and now serves as Deputy USAID Mission Director in Nicaragua.
FYI, I will not be travelling to the Conference (because of Yom Kippur).

DELEGATION HAS BEEN ASKED TO IDENTIFY A PAINTER FROM

USAID PRELIMINARY PROPOSAL FOR ANNOUNCEMENTS
AT SANTIAGO FIRST LADIES CONFERENCE
At the First Ladies Conferences in Paraguay, Bolivia, and Panama, Mrs. Clinton has, in addition
to her participation in the conferences, hosted a separate event to spotlight a particular issue and
make announcements (in Paraguay, measles elimination; in Bolivia, maternal mortality
reduction; and in Panama, women's human rights promotion).
USAID proposes that, in Chile, we host a similar event focusing on women's political
participation, civil society building, and democracy strengthening. The event and
announcements would focus on Summit implementation, and would help build toward the
Uruguay Vital Voices Conference.
USAID has proposed three possible announcements:
New Initiative to Strengthen Local Governments. This $5.0 million initiative responds to
the Santiago Summit commitment to "strengthen the capabilities of regional and local
governments, when appropriate, and to foster more active participation in civil society."
The changing political landscape in Latin America being shaped by decentralization and
democracy offers new opportunities and presents challenges to women in the Americas.
In local governments, women have increased opportunities to become politically active
and to influence government decision-making in areas of relevant to their greatest
concerns (safe neighborhoods, education and health, local employment opportunities).
This new program will assist the national associations of municipalities, their regional
support organizations, and the international donor community over the next five years in
increasing accountability of local governance by introducing and reinforcing practices
and measures for citizen participation, greater transparency in the budget process, and
better communications with constituents.
New Grant to Corporacion Participa (in Chile) to Promote Civil Society. A small, new
USAID grant ($40,000) will promote continued regional dialogue to follow up on the
Santiago Summit's platform to promote civil society in Hemisphere. The grant will fund
meetings between civil society organizations and governmental representatives to
address: (1) education; (2) the role of women in the eradication of poverty and
discrimination; and (3) strengthening civil society and transparency as a means of
combating corruption.
New "United States-Chile Development Scholarship Program." Announced in concept at
the Santiago Summit, this joint U.S.-Chile initiative will fund leaders from throughout
the Hemisphere to participate in on-going training programs related to the goals of the
Summit, and geared toward improved hemispheric cooperation related to Summit
implementation (particularly in the areas of poverty alleviation, democracy strengthening,
education, and economic integration). The U.S. has set aside $250,000 for the program,
and Chile will finance in-country costs associated with the training. USAID envisions
that half of the scholarships will be reserved for women.

At the Eighth Conference of Wives of Heads of State and Government of the Americas
the First Ladies will examine a topic of their interest, selected among those already

Each First Lady shall select only one topic that shall be examined at the Conference. 40

PRELIMINARY TECHNICAL MEETING
TO BE HELD IN SANTIAGO, CHILE

INTRODUCTION
The Eighth Conference of First Ladies of the Americas will be held this year in
Santiago, Chile on September 28, 29 and 30.
The Preliminary Technical Meeting for such Conference will also be held in
Santiago, from the 22nd through the 26th of June, both dates inclusive. To this
end, the Office of Ms. Marta Larraechea de Frei and the Organization
Commission decided to hold the meetings and lodge the participants at the
Hotel Director located in the residential area of Vitacura.
The organization shall finance one single or double room per country from the
evening of Monday, June 22 through the evening of Friday, June 26.
GENERAL ORGANIZATION
The Executive Secretary of the host country responsible for the organization
and follow-up of the projects and schedule for the meetings of the VIII
Conference of First Ladies of the Americas will provide a work team for this
purpose. Thus, the appropriate personnel has been designated to handle all
production, press, photography, security, protocol among others - issues
related to this Conference.
The position of Executive Secretary of the Conference shall be filled in by
Verónica Baraona del Pedregal, Head of the Chilean First Lady's Office. Ms.
Baraona's office is located at the Palacio de la Moneda (at Morandé street),

Both Secretariats will be directly supported by the personal assistants, Ms.

ARRIVAL AND TRANSPORTATION
The delegations will arrive on Monday, June 22, and the Ministry of Foreign
Affairs will assist the participants in everything related to customs and entry
formalities. Personnel of the organization shall be at the airport located 35
minutes away from the Hotel Director.
Likewise, arrangements have been made to transport the participants to the
Technical Meeting and their luggage from the Arturo Merino Benitez airport to
the Hotel Director at their arrival. Transportation will also be provided on the

Preliminary Technical Meeting:

SECURITY RECOMMENDATIONS
Chile is a safe country, where any type of activities may be performed.
Preventive security is performed by Carabineros de Chile who are responsible
to safeguarding people's life and property throughout the national territory.
By resolution of the Chilean Government, during the VIII CONFERENCE OF
FIRST LADIES OF THE AMERICAS, the overall security as regards
transportation, hotels, meeting locations and official events has been entrusted
to Carabineros de Chile.
According to the above, it is important to suggest our official visitors to take
some Minimum Basic Security Measures when performing NON-OFFICIAL
activities, such as visits to malls, restaurants, picturesque places or crowded
locations, in order to avoid any uncomfortable or irregular situation.
Thus, it should be borne in mind the advisability of not displaying their
condition of official visitors, which includes the use of the Accreditation Badges
and the carrying of official documentation related to the Conference outside the
hotel premises.
It is also recommended to place in custody all valuable properties with the
Hotel Administration or in the rooms' safe.

Chilean territory occupies three continents: America, Antarctica and
Oceania. It is located in the southwestern part of the South Cone and prolongs
to the Antarctic continent and to the Eastern Island in Polynesia. To the North
it borders with Peru, to the East with Argentina and Bolivia, to the South with
the South Pole and to the West with the Pacific Ocean.
The total length of the Chilean territory from its frontier between Chile and Peru
to the South Pole exceeds from 8,000 km, while its average width is of only 260
km.
The total surface of the Chilean territory continental, Antarctic and insular is
of 2,006,626 km², without considering its territorial sea, the Exclusive Economic
Zone and the pertinent continental platform.
POPULATION
According to information provided by the National Statistics Institute, in 1997
the population was of 14,622,354 people, from which approximately 16.5%
correspond to rural population.
GOVERNMENT
At present, Chile has a democratic government headed by President Eduardo
Frei Ruiz-Tagle since March 1994.
His government is the second of a political coalition Concertación de Partidos
por la Democracia after the military dictatorship.
Both President Frei and his predecessor Patricio Aylwin are members of the
Christian Democratic Party, a party that has obtained a majority vote at the two
last elections. His spouse, Marta Larraechea de Frei, in addition to performing
her role of First Lady of the Nation, presides over the following 5 institutions
devoted to provide assistance to the low-income sectors of our society:
Fundación INTEGRA, a foundation devoted to the nourishing, nursing and
education of 0 to 6-year-old children.
Escuela de la Mujer PRODEMU, a women training institution.
Fundación de la Familia, an institution that provides orientation and
workshops for the whole family.
Fundación Tiempos Nuevos, an institution devoted to cultural and craft
areas.
Comité Nacional del Adulto Mayor, an institution that coordinates the
government policies applicable to elderly people.

TIPS
No regulations exist as regards tips. Usually, a tip corresponding to 10% of the
consumption is left at restaurants.

The capital of Chile, with more than five million inhabitants, is the seat of the
Executive and Judicial Powers. It was founded on February 12, 1541, at the
foot of the former Cerro Huelén, currently known with the name of Cerro Santa
Lucía. The city is located in the Santiago valley, between the Andean and the
Coastal mountain ranges, and seems an amphitheater in the middle of which
two hills raise, San Cristóbal and Santa Lucía. It is the main financial and
economic center of the country.

June coincides with the winter season. During the month of June the
temperature fluctuates between 1°C and 15°C (approximately).
CLOTHING
Taking into consideration that the meeting will be held during the winter
season, it is advisable to bring warm clothing, especially for the activities that
will take place outside of the hotel facilities (coat or a warn raincoat; the
organization will provide umbrellas for the participants.)

Usually, drinking water is purified and subject to controls of the competent
authorities.

TRANSPORTATION
Public transportation services within the Santiago area include a modern, fast
and reliable metro at a fare of Ch$190 (US$0.40) that runs in three directions
(1, 2 and 3) covering the central area of the city. Information Offices and city
maps are available at the stations.
Local air, bus and train transportation services are also available to travel to
other cities of the country.
Several car rental companies may be found in Santiago. It is also worth
mentioning that Santiago has also an efficient and fast taxi service equipped
with electronic meters that determine the value of the fare.
There are also the so-called "radio taxis" which may be hired by phone.
Usually, no tips are given, but will be welcomed. However, all meetings will be
held at the premises of Hotel Director.
CULTURE
Traditionally, in Chile the universities sponsor arts. At present, thanks to the
sponsorship of the universities and the Municipality of Santiago, the city counts
with many concert, opera and ballet seasons performed by local and foreign
renowned companies.
The Municipal Theater is another main cultural centre. There are also other
private associations that sponsor important cultural events. As regards
museums, worth of mention are the Museo Nacional de Bellas Artes (Arts
Museum); the Museo de Arte Colonial at the San Francisco Church (Colonial
Art Museum); the Museo de Arte Precolombino (pre-Columbian Art Museum).
ENTERTAINMENT
There are many interesting places to visit in Santiago, such as the Palacio
Cousiño, Teatro Municipal, Club Hípico de Santiago, Biblioteca Nacional, and
others.
Craft markets, such as the Graneros del Alba, Pueblito del Parque O'Higgins,
Feria de Lo Barnechea. The Bellavista quarter with its multiple restaurants,
lapis lazuli shops, theaters and others.

Viña del Mar is a well-known resort that is visited by many tourists traveling to
Chile. Located at 120 km west from Santiago (about 1 ½ hour drive), it has
many beautiful beaches, hotels, restaurants and a casino. It is a nice place
that may be visited at any time of the year.
VALLE NEVADO
Located at 60 km from Santiago, this is a winter sport resort that may be
accessed through a fully paved highway. There are three hotels that provide
165 rooms, 18 suites and 55 apartments fully equipped for two to nine people.
You may also find beauty parlors, medical aid, security service, bank,
minimarket, boutiques, swimming-pool, sauna, Jacuzzi, cinema and gym.
There are 26 km of ski-runs in an area of 9,000 hectares located in the Andean
mountain range. The ski-runs are carefully maintained and are suitable for all
levels of expertise.

The hotel where the participants to the Preliminary Technical Meeting will be
lodged is the "Hotel Director" located at Vitacura 3600, a quiet residential area,
easily accessible from and to the airport, the downtown area and the main
shopping malls and restaurants.
Hotel Director has a state-of-the-art infrastructure, comfortable well equipped
rooms and an excellent service. Its phone numbers are 56(2) 207 1580 - 246
0101; and the fax number is 56 (2) 228 7503.
The hotel will provide 96 rooms for the participants to the meeting. The service
includes, among others, breakfast buffet, parlors, desks, room service, TV
cable, air conditioning, safety boxes, frigo-bar, IDD, hairdryers, etc.
For comfort purposes, the hotel facilities also include a business center, a gym,
sauna, green areas, swimming-pool and a laundry. A nice restaurant where
you may enjoy the Chilean and international cuisine, a tea room and a lobby-
bar which opens at 11:00 a.m. will be available to any participant that requests
this type of additional services.
The Preliminary Technical Meeting shall use the infrastructure of the Hotel
Director premises, which include 6 conference rooms of different sizes and the
necessary audiovisual and technical support.
The organization will provide a single or double room for each participating
delegation, including breakfast, coffee during the meetings, and the schedules
lunches and dinners set forth in the agenda.
The participants will be provided with the necessary transportation from and to
the airport, as well as to their work locations and scheduled dinners and
lunches. The cost of any additional service shall be borne by the respective
delegation.
Please note that transportation required during their free time shall be borne by
the participants. To this end, there are taxis available at the entrance to the
hotel.
As soon as practicable, each delegation should confirm the number of
rooms required organizing the corresponding hotel services.

received.

1. PRESIDENT EDUARDO FREI'S BUDGET CUTS, HITTING ALL SECTORS OF
THE CHILEAN GOVERNMENT IN THE WAKE OF THE ASIAN ECONOMIC CRISIS AND
FALLING COPPER PRICES (SANTIAGO 2225), ARE GENERATING CONTROVERSY
WHICH NOT EVEN THE SEPTEMBER FIRST LADIES' SUMMIT HAS ESCAPED. THE
JULY 11 EDITION OF THE WEEKLY NEWSMAGAZINE "QUE PASA" REPORTED
BRIEFLY THAT THE GOVERNMENT WAS CONSIDERING WHETHER THE CONFERENCE
OF FIRST LADIES OF THE AMERICAS SHOULD BE CANCELLED DUE TO
POLITICAL SSITIVITIES ABOUT CONFERENCE COSTS AT A TIME WHEN
POPULAR PROGRAMS SUCH AS CHILE'S HEALTH SERVICES SUFFER BUDGET
CUTS. ON JULY 15 THE NEWSPAPER LA TERCERA PUBLISHED BOTH A DENIAL
(FERVENT BUT WEAK ON JUSTIFICATION) FROM MRS. FREI'S CHIEF OF STAFF
THAT THE FIRST LADIES' CONFERENCE WOULD BE AFFECTED BY THE ECONOMIC
MEASURES AND AN OPPOSITION SENATOR'S COMPLAINT THAT INVESTMENTS IN
HOSPITALS SHOULD TAKE PRECEDENCE OVER THE CONFERENCE.
2. THE LA TERCERA ARTICLE ALSO NOTED THAT, UNLIKE LAST APRIL'S
SUMMIT OF THE AMERICAS IN SANTIAGO WHICH EXCLUDED CUBA, THE FIRST
LADIES OF THE AMERICAS CONFERENCE INCLUDES A REPRESENTATIVE FROM
CUBA. SINCE FIDEL HSTRO IS CURRENTLY WITHOUT A "FIRST LADY," HIS
BROTHER RAUL'S WIFE WOULD ATTEND THE SANTIAGO MEETING, THE
NEWSPAPER REPORTED.
3. COMMENT: WE EXPECT CHILE WILL HOST THE FIRST LADIES' SUMMIT
DESPITE BUDGET CUTS, ABSENT IT BECOMING A POLITICAL "CAUSE
CELEBRE." CHILE'S FISCAL CONSTAINTS DO NOT REQUIRE SUCH PENNY-
PINCHING AND CONSEQUENT HEMISPHERIC HUMILIATION.
