    "ocrText": "September 28, 1998\nMEMORANDUM FOR HILLARY RODHAM CLINTON\nFROM:\nNicole Rabner\nSUBJECT:\nSantiago First Ladies Conference\nYou will be participating in the 8th Conference of Wives of Heads of State and\nGovernment of the Americas, marking your fourth consecutive year of participation in these\nannual conferences since you hosted the Symposium on Children of the Americas during the\n1994 Summit of the Americas.\nThis year, you will participate in the end of the 2 ½ day conference, and your scheduled\nactivities include: (1) a speech at the conference; (2) a USAID signing ceremony; and (3) the\nsigning of the Santiago Declaration and unveiling of the paintings completed by the participating\nartists from around the hemisphere.\nConference Overview\nThis year's Conference is entitled, \"America Paves Today the Roads for the Year 2000,\"\nand will focus primarily on four issue areas: (1) Education; (2) Domestic Violence; (3) the Right\nto Participation, particularly for women; and (4) Coordination with the Commitments of the\nSecond Summit of the Americas. The Conference begins on Monday morning with opening\nremarks by Mrs. Frei, followed by four panel discussions run by international organizations on\nconference topic issues -- first, rural women; second, sex education for young women; third,\ndomestic violence; and fourth, measles eradication. After these panel discussions, each First\nLady or Government Representative will have an opportunity to make remarks on one of the\nConference topic areas. These presentations will continue until the close of the Conference,\nwhen the First Ladies will sign the Declaration of Santiago at Museo Casa Lo Matta, where the\npaintings of artists from around the Hemisphere will be unveiled and presented to each First\nLady.\nAs in the past, international organizations have forwarded specific projects for the First\nLadies involvement. This year, these include: (1) \"21st Century Schools: Educating for Life,\" a\nPAHO/WHO initiative to use schools in the region more effectively to promote child and family\nhealth; (2) \"Women's Leadership in Latin America and the Caribbean,\" an IDB project to\nincrease women's participation in civic and public life; (3) \"United Nations Women's and\nChildren's Human Rights Campaign,\" a United Nations campaign to denounce all forms of\n1\nviolence against women and children in commemoration of the 50th Anniversary of the\nUniversal Declaration of Human Rights; (4) \"Maternal Mortality Reduction Program,\" an\nongoing PAHO initiative to reduce maternal mortality in the hemisphere (which has continued to\nbe an important activity of many of the First Ladies); (5) \"Support for the Development of\nPolicies for Senior Citizens,\" a UNDP initiative to achieve a gradual and sustained improvement\nin the standard of living of senior citizens in the region; and (6) \"Program to Strengthen the\nIntegration of Rural Women,\" a IICA (Inter-America Institute for Cooperation on Agriculture)\nand ICW (Inter-American Commission on Women) project to promote and support public and\nprivate sector actions aimed at improving the living conditions of women, and their role in\nefforts to develop rural life in the region.\nAs you know, Aida Alverez, Administrator of the Small Business Administration, will\nrepresent the United States at the Conference until your arrival on Wednesday morning. Your\nsubstantive role in the Conference will consist of your remarks, the USAID grant signing\nceremony, and the Santiago Declaration signing ceremony. You will be the first speaker of the\nfinal day of the Conference, and your remarks will focus on women's political participation and\nthe strengthening of civil society, providing a thematic ramp-up to the Uruguay Vital Voices\nSummit. Following your remarks, there will be three additional presentations (by the\nrepresentatives of Guatemala, St. Lucia, and Costa Rica), after which the USAID signing\nceremony will take place. (Conference agenda is attached.)\nGrant Signing Ceremony/Announcements\nYou and Mrs. Frei will host a ceremony to witness the signing of two USAID grants.\nThe first, a $5.0 million grant with the International City-Council Management Association and\nthe National League of Cities, will work to strengthen and support local governments through\nLatin America, a goal of the Second Summit of the Americas. The second grant, which also\nstems from Summit commitments, will support a U.S.-Chile Scholarship program dedicated to\nimproving development programs in the areas of poverty alleviation, democracy strengthening,\neducation, and economic integration. Mark Schneider will sign each grant agreement on behalf\nof the USAID; counterpart signatories will be: (1) scholarship agreement: Jacqueline Weinstein,\nExecutive Director, the International Cooperation Agency of the Republic of Chile, and (2) local\ngovernment grant: Rita Soler-Ossolinski, Director of Communications and Information, the\nInternational City/County Management Association.\nIn addition, you will make the announcement of a new commitment by the Merck\nPharmaceutical Company to donate 5,000 copies of the Spanish-language version of the Merck\nManual: Home Edition to the Pan American Health Organization (PAHO) on behalf of the First\nLadies. These manuals, which contain information for physicians in simple, everyday language,\nwill be distributed by PAHO to rural health clinics, hospitals, libraries, and other groups\nthroughout the region. In addition, Merck has committed to donating 50 percent of the royalties\nfrom the sale of the Spanish version of the Home Edition to promote rural health in the\n2\nHemisphere.\nDeclaration Signing/Unveiling of Painting\nAt the Santiago Declaration signing ceremony, you will sign the Declaration on behalf of\nthe United States (draft attached). In addition, this signing ceremony will provide the venue for\nthe unveiling of paintings that have been completed by artists throughout the Hemisphere while\nthe Conference is ongoing.\nMrs. Frei added a new component to the Conference focused on reaching at-risk youth\nthrough the arts. She has asked each First Lady to bring with her to the Conference a painter\nfrom her own country. These artists will be paired with a group of at-risk Chilean children to\nproduce artwork murals to be unveiled during the signing of the Conference declaration (which\nyou are scheduled to attend). This effort is sponsored the Integra Foundation, with which Mrs.\nFrei is closely affiliated.\nJesse Trevino will travel to the Santiago to participate in this effort on behalf of the\nUnited States. He was identified through consultations with the President's Committee on the\nArts and the Humanities and the White House Millennium Council (which is funding his travel).\nMr. Trevino is a realist painter from San Antonio, Texas, who has experience working with\nchildren, speaks Spanish, and is a well-known artist. He has had a number of national shows in\nthe last few years, and has received several awards for his work. His portrait of former\nCongressman Henry Gonzalez, for example, hangs in the Capitol, and the Smithsonian's\nNational Museum of American Arts includes his work in its permanent collection. The Conference is scheduled to run from Monday, September 28th\nthrough Wednesday, September 30th. On Monday morning, there will be an inaugural ceremony,\nfollowed by panel discussions and presentations by participating First Ladies and government\nrepresentatives. On Tuesday, these presentations will continue, with an official dinner that evening\nat Castillo Hidalgo, hosted by Mrs. Frei. Wednesday morning will be the final Conference session\nof First Lady presenations. At approximately noon on Wednesday, the Conference participants\nwill proceed to Lo Matta Museum, where the signing of the Conference declaration will take\nplace, as well as a display of artwork (murals) produced by Chilean at-risk children and artists\nfrom throughout the Hemisphere. (Each First Lady has been asked to bring with her a painter\nfrom her country to participate in this painting effort while the Conference is ongoing; we are in\nthe process of identifying the U.S. artist with the help of the President's Committee on the Arts\nand the Humanities).\nHRC Conference-Related Schedule. As discussed, we have communicated to the Conference\norganizers and the U.S. Embassy that Mrs. Clinton will arrive sometime on Tuesday, September\n29 (late afternoon - early evening TBD) and participate in the official dinner that evening. On\nWednesday morning, Mrs. Clinton's schedule will be devoted to Conference-related activities: (1)\ngiving her Conference speech, entitled, \"Promoting Women's Rights to Full Participation in\nSociety and Supporting Civil Society\"; (2) participating in the Conference proceedings of\ndiscussion and listening to presentations; (3) participating in a separate USAID signing ceremony\nwith Mrs. Frei; and (4) participating in the Conference declaration signing ceremony and art\nunveiling. Below is an outline of the events in which Mrs. Clinton will participate that are\nassociated with the Conference:\nTuesday, September 29th\nc. 8:30 pm -- Official Dinner for First Ladies (Castillo Hidalgo)\nWednesday, September 30th\nEntire Morning (c. 9:00 - noon) -- Conference proceedings, HRC speech, and separate\nUSAID signing ceremony (Sheraton Hotel)\nc. 12:30 pm -- Conference Declaration signing and artwork unveiling (Lo Matta Museum)\nLogistics and Hotel Information. As noted above, there are three sites for the Conference-\nrelated events in which the First Lady will participate: (1) Castillo Hidalgo (a restored castle atop\na hill in the City, where the dinner hosted by Mrs. Frei for First Ladies only will take place); (2)\nthe Sheraton Hotel, where Mrs. Clinton will participate in Conference proceedings, give her\nspeech, and have the USAID grant signing ceremony; and (3) the Lo Matta Museum, an outdoor\nvenue (large courtyard of a museum), where the Sangiago declaration HRC and artwork unveiling\nwill take place.\nThe Conference organizers and the Embassy are eager for a decision about hotel choice for\nthe HRC travelling party, as rooms are quickly disappearing due to the Conference. The First\nLadies are being housed by the Conference at the Sheraton Hotel (where the Conference\nproceedings are taking place), but, as you know, the President and First Lady have always stayed\nat the Hyatt Hotel. It might make sense to choose the Hyatt (which the Embassy recommends),\nboth for familiarity sake and so as to avoid some of the Conference chaos. In addition, at the\nHyatt, there is greater likelihood that the entire delegation will be able to stay together. I told the\nEmbassy that Patti would make this decision and that either she or Evan would relay the\ninformation to the DCM as soon as possible.\nManifest Information. Aida Alverez, Administrator of the SmallBusiness Administration, will\nrepresent Mrs. Clinton at the Conference prior to her arrival (as Hattie Babbitt did last year).\nMelanne spoke with Administrator Alverez, and my understanding is that she plans to meet the\ntravelling party in Santiago and continue on with them both to the Vital Voices Conference in\nUruguay and back to Washington.
