Authorizes the duration of the Navy-Marine Corps Intranet contract to be more than five
years but not more than seven years.

Discussion
Initiated by the Navy in 1999, the Navy-Marine Corps Intranet (NMCI) is a long-term
initiative between the Navy and the private sector to deliver a single integrated and coherent
department-wide network for Navy and Marine Corps shore commands. The goal is to provide
comprehensive information services for data, video, and voice communications for Navy military
and civilian personnel, and deliver global connectivity.
After a competitive bidding process, a base contract for the NMCI project was awarded to
Electronic Data Systems Corp (EDS) in October 2000. The EDS contract is currently scheduled
to end in October 2005. This contract is funded through annual DoD appropriations.
In the Floyd D. Spence National Defense Authorization Act for Fiscal Year 2001
(P.L. 106-398), there were a number of specified phase-in authorities and requirements
associated with the NMCI. Additional provisions were added in the National Defense
Authorization Act for Fiscal Year 2002. H.R. 5647 would further amend P.L. 106-398 to:
(1) exempt the NMCI contract from a statutory requirement which limits the duration of a
contract to no more than five years; and (2) allow the duration of the NMCI base contract to be
more than five years but not more than seven years. DoD informally advises that this extension
is necessary because since the award of the contract, the Navy and EDS were not able to meet
statutory and DoD requirements as quickly as anticipated.
Conclusion and Recommendations
We join DoD in recommending approval of H.R. 5647, which passed both Houses of
Congress by unanimous consent.

Be it enacted by the Senate and House of Representatives of
the United States of America in Congress assembled,
SECTION 1. AUTHORIZED DURATION OF BASE CONTRACT FOR NAVY-
MARINE CORPS INTRANET.
Section 814 of the Floyd D. Spence National Defense Authoriza-
tion Act for Fiscal Year 2001, as enacted into law by Public Law
106-398 (114 Stat. 1654A-215) and amended by section 362 of
Public Law 107-107 (115 Stat. 1065), is amended—

Purpose
Authorizes the duration of the Navy-Marine Corps Intranet contract to be more than five
years but not more than seven years.

Initiated by the Navy in 1999, the Navy-Marine Corps Intranet (NMCI) is a long-term
initiative between the Navy and the private sector to deliver a single integrated and coherent
department-wide network for Navy and Marine Corps shore commands. The goal is to provide
comprehensive information services for data, video, and voice communications for Navy military
and civilian personnel, and deliver global connectivity.
After a competitive bidding process, a base contract for the NMCI project was awarded to
Electronic Data Systems Corp (EDS) in October 2000. The EDS contract is currently scheduled
to end in October 2005. This contract is funded through annual DoD appropriations.
In the Floyd D. Spence National Defense Authorization Act for Fiscal Year 2001
(P.L. 106-398), there were a number of specified phase-in authorities and requirements
associated with the NMCI. Additional provisions were added in the National Defense
Authorization Act for Fiscal Year 2002. H.R. 5647 would further amend P.L. 106-398 to:
(1) exempt the NMCI contract from a statutory requirement which limits the duration of a
contract to no more than five years; and (2) allow the duration of the NMCI base contract to be
more than five years but not more than seven years. DoD informally advises that this extension
is necessary because since the award of the contract, the Navy and EDS were not able to meet
statutory and DoD requirements as quickly as anticipated.
Conclusion and Recommendations
We join DoD in recommending approval of H.R. 5647, which passed both Houses of
Congress by unanimous consent.

Purpose
Authorizes the duration of the Navy-Marine Corps Intranet contract to be more than five
years but not more than seven years.

Discussion
Initiated by the Navy in 1999, the Navy-Marine Corps Intranet (NMCI) is a long-term
initiative between the Navy and the private sector to deliver a single integrated and coherent
department-wide network for Navy and Marine Corps shore commands. The goal is to provide
comprehensive information services for data, video, and voice communications for Navy military
and civilian personnel, and deliver global connectivity.
After a competitive bidding process, a base contract for the NMCI project was awarded to
Electronic Data Systems Corp (EDS) in October 2000. The EDS contract is currently scheduled
to end in October 2005. This contract is funded through annual DoD appropriations.
In the Floyd D. Spence National Defense Authorization Act for Fiscal Year 2001
(P.L. 106-398), there were a number of specified phase-in authorities and requirements
associated with the NMCI. Additional provisions were added in the National Defense
Authorization Act for Fiscal Year 2002. H.R. 5647 would further amend P.L. 106-398 to:
(1) exempt the NMCI contract from a statutory requirement which limits the duration of a
contract to no more than five years; and (2) allow the duration of the NMCI base contract to be
more than five years but not more than seven years. DoD informally advises that this extension
is necessary because since the award of the contract, the Navy and EDS were not able to meet
statutory and DoD requirements as quickly as anticipated.
Conclusion and Recommendations
We join DoD in recommending approval of H.R. 5647, which passed both Houses of
Congress by unanimous consent.
