UK proposal on China embargo list discussed COCOM Oct 26.

General approval in principle indicated by all dels except
Norway (absent) and Denmark (uninstructed). In line DEPTEL

list III items plus special additional group such as that
suggested by UK. (US del noted this latter group still under

4. Relationship Japanese problem as well as problems in-
volving Southeast Asian countries to COCOM action on China.
French stressed danger negating COCOM action by lack control
Southeast Asia. Both UK and France stressed importance early
settlement Japanese problem.
