APPROVED PROPOSAL FOR THE OF A
COUNCIL OF FORLIGN MINISTERS
(1) There shall be established a Council composed of
the Foreign Ministers of Great Britain, the Union of Soviet
Socialist Republics, China, France, and the United States.
(2) The Council shall mert at London and its first
meeting shall be held on
.
Each of the
Foreign Ministers shall be accompanied by a high-ranking
deputy duly authorized and capable of carrying on the
work of the Council in the absence of his Foreign Minister.
He will likowise be accompaniod by a small staff of
technical advisers suited to the probloms concorned and
to the organization of a joint sccrotariat.
(3) As its immediate important task, the Council would
bo authorized to draw up, with a viow to thoir submission to
the Unitod Nations, troaties of poaco with Italy, Rumania,
Bulgaria, and Hungary and to proposo sottlements of torri-
torial quostions outstanding on the tormination of tho war
in Europo. Tho Council sholl bo utilizod for tho propara-
tion of a poaco sottlomont for Gormany to be accoptod by tho
Governmont of Gormany whon 2. govormment adoquato for tho pur-
poso is ostablished.
For the discharge of oach of those tasks the
Council will bo composed of tho nombors represonting those
States which woro signatory to tho torms of surrondor im-
posed upon tho onomy Stato concornod. For the purposes of
tho poace sottloment for Itcly, Franco shall bo rogardod

as a signatory to tho torms of surrondor for Italy.
Othor mombors should bo invited to participatc when

(4) Whenevor tho Council is considering a question of
diroct intorest to a Stato not roprosontod thereon, such
State should bo invitod to sond roprosentativos to partici-
pate in the discussion and stuay of that question. It is not
intendod, howovor, to fix hard and fast rulos but rathor to
permit tho Council to adapt its procedure to tho particular
problom undor considoration. In somo casos it might dosire
to hold its own prolininary discussions prior to the partici-
pation of othor intorested Statos. In othor cases tho
Council might dosire to convoko a. formal conferenco of tho
States chiofly interestod in socking a solution of the par-
ticular problom. It is so authorizod.
