IRAN
Our Ambassador at Tehranhas advised that Mosadeq has refused
to form a cabinet until the Senate gives him a vote of inclination.
The Shah has promised Mosadeq that a special session of the Senate will
be requested for this purpose. Minister of Court Ala believes it possible
that Mosadeq will insist that the Senate give him the same extraordinary
powers as he requested from the Majlis. Our Ambassador agrees with
Ala's estimate that under present conditions Mosadeq can obtain whatever
he desires and that if Mosadeq should insist on retention of the Minister
of War portfolio the Shah would no longer be in a position to resist.
Tehran newspapers report that Qavam has been arrested and
turned over to the gendarmerie. A strong rumor is circulating that a bill
will be presented to the Majlis for confiscating of Qavam's property for
distribution to the victims of the recent riots.
EGYPT With Prime Minister Hilali back again as Egyptian Prime
Minister our Ambassador in Cairo reports that in a complete
reversal of his position of three weeks ago before the Sirry interregnum,
Hilali intends again to take up the reins with even. greater emphasis on
Sudan, the anti-corruption campaign, and social reform. The Sudanese
leader El Mahdi, as an official guest of the Egyptian Government, will
discuss with Hilali Egypt's claims to sovereignty over the Sudan. The
Department believes this visit may offer a good opportunity for the
Egyptians and pro-independent Sudanese to work out their differences and
mutual suspicions and will urge UK to take this occasion to formally en-
courage the Egyptians and Sudanese in these contacts.
Ambassador Caffery reports that the Egyptian army group has
taken over the main garrison at Cairo. This action was confirmed by the
Director of the Royal Egyptian Air Force Intelligence who stated that the
Egyptian Armed Forces officers underground had interned the top mili-
tary commanders of the armed forces and that this action stemmed from
the disgust of line officers with the incompetence and corruption of top
commanders. He advised the American Assistant Air Attache that the
