SUMMARY OF TELEGRAMS
SPAIN
We have informed our Embassies in London
and Paris that full consideration is being
given to their views that the proper course of action at this time in regard
to Spanish participation in western defense is that our Ambassador to
Spain should limit his approach to an exploration of the attitude and inten-
tions of the Spanish Government, No immediate action will be taken in
Madrid.
NORTH ATLANTIC
Our representative on the NATO Council of
TREATY ORGANIZATION
Deputies has informed us that the British
Foreign Office has sent a communication to
the UK Deputy reviewing recent exchanges of communications with the
Soviet Government on the proposed Four Power meeting, on alleged viola- -
tion of the Anglo and Franco-Soviet alliances, and Czech and Polish notes
to NATO members on German rearmament, with particular reference to
Soviet allegations that NATO activities are the cause of international ten- -
sion. The UK Deputy is instructed, after consultation with the US and
French representatives, to invoke the support of all NATO members and
invite them to make a formal communication to the Soviets rebutting the
allegations made against them as members of NATO and urging the Soviets
to agree to Four Power discussions on the basis proposed by the three
Western powers, and pressing for a modification of Soviet policy in such
a manner as to allay the deep anxiety caused by Soviet conduct since the
war. The British hope the matter may be discussed by Monday,
February 26.
YUGOSLAVIA
In considering the desirability of issuing a
further statement or secretly warning Russia
and the satellites against launching an attack on Yugoslavia, Embassy
Moscow comes to the conclusion that it is probably undesirable at this
time to make any pronouncement. However the Embassy notes the British
statement at the NAT Council of Deputies withdrawing the previous British
