FOUR POWER
Ambassador Bonnet again called on the
PARIS TALKS
Department yesterday and repeated his
general line against breaking off the Paris
talks before the French elections. By implication he conveyed the
impression that the French fear a deadlock almost as much as a
break. He made a strong appeal for our acceptance of the "Parodi
formula" (i. e. attaching a letter to the agenda for the Foreign
Ministers explaining the positions on the NAT item). He was told
that the President and the Secretary were following this whole
matter closely; that we had full and sympathetic appreciation of the
French electoral preoccupations, but that we were still opposed to
any concession on the NAT.
IRAN
The British Foreign Office has informed
Embassy London that the British Embassy
in Washington is being instructed to discuss with us further steps it
is considering in regard to the Iranian situation: 1) taking the case to
the International Court to establish the British legal position; 2) an
appeal to the Shah to take corrective action against the current trend
in Iranian politics, emphasizing that if this entailed a change of
government the Shah could count on British support. The UK would
emphasize its willingness to negotiate a fair settlement with the
present or any successor government; 3) a reply by the AIOC to the
Minister of Finance's note which demanded that the company send
negotiators to Tehran to discuss implementation of nationalization.
Present UK thinking is that the company should inform the Iranians
it is prepared to send representatives to hear what the Oil Commis- -
sion has to say, but not to negotiate.
The British Embassy will also inform us
of the British decision to send the 16th Paratroop Brigade Group to
the Near East where it will arrive about June 15 - -either in Cyprus or
