The UK would emphasize its willingness to negotiate a fair settlement with the present or any successor government; 3) a reply by the AIOC to the Minister of Finance's note which demanded that the company send negotiators to Tehran to discuss implementation of nationalization. Present UK thinking is that the company should inform the Iranians it is prepared to send representatives to hear what the Oil Commis- - sion has to say, but not to negotiate. The British Embassy will also inform us of the British decision to send the 16th Paratroop Brigade Group to the Near East where it will arrive about June 15 - -either in Cyprus or SECRET
