My dear Judge Hatch:

This is to acknowledge the receipt of
your telegram of October fifteenth regarding S.
1407. While your interest in wiring him is ap-
preciated, the President after most careful con-
sideration felt constrained to withhold his
approval of this bill.
By the President's direction, I am en-
closing, for your information, a copy of his veto
message to the Senate.
