Regarding: The President wrote re H.R. 54.72, the rivers, harbors and flood control authori-
sation bill-bill to authorizo projects for construction and also investigations as to future
proj ecta for development and conservation of land and water resources. The Prosident recom
monds the Senate adopt amenduent to be offered by Senators from New Ingland States and New
York re a atudy of their states' resources. Saya Mow Tork and Now Ingland states have real
problena of noil and forest conservation and managenent - algo flood contarole to provide
donnstic and industrial water supplys and to furnish power. In nmy areas plana have been
worked out for development of NATURAL RESOURCES, but these beven states have not had this
study and planning. Saya such projects as St. Lawnence senmay ahould proceod without further
delay. States thore are nany undeveloped power sites in these states including the Passana-
quoddy project, and the redevelopmant of powor capacity of Niagara falls, en provide many
additional Klowatts. states this power supply would also lower electaric rates in NY. and
New England - New York City and Boston have been the highest in power rates of all cities
over 50,000 pooulatione Sone of the worat cases of water pollution in the countzy are in
those states. Thinko this apendent would accomplish mich - it would astablish a Study
Commission including citizens and ruprosuntatives of Federal agen ies, who would utiline all
studies which have already boen made and arrange further investigations. An Advisory Coumitted
appointed by Dovernor's would participate in work of the Saya these provisions
which are aimilar to those already adopted by Senate to establish study commission for
Arkansas, Red River and mite River basims would bring fine results.
