STRUMAN HARRY LIBRARY AUG 5 1946 My dear Mr. Latta: On July 29, 1946, you advised this office that S. 1547, a bill "To provide for the disposition of vessels, trophies, relics, and material of historical interest by the Secretary of the Navy, and for other purposes", had been received at the White House and requested reports and recommenda- tions as to the approval of the bill. It is the purpose of the bill to authorize the Secretary of the Navy to transfer by gift or otherwise certain obsolete vessels of the United States Navy or captured vessels held by the Navy to any of the States, Territories, or political subdivisions, and certain organizations not operating for profit. Neither the Navy Department nor the Federal Govern- ment would bear the expense of such transfers or the upkeep of the vessels donated or otherwise conveyed. The bill also empowers the Secretary of the Navy to transfer to certain nonprofit organizations captured, condemned, or obsolete ordnance, guns, and other material of historic interest, and to transfer to the Secretary of the Navy trophies that may be used to promote the sale of war or victory bonds. Similar legislation has been enacted by the Congress authorizing the Secretary of War to transfer captured or obsolete guns, trophies, etc. to the States and political subdivisions thereof. A facsimile of the enrolled enactment has been referred to the Navy Department and War Assets Administration, and their replies, either recommending approval of the bill or interposing no objection to its approval, are attached.
