The major stories are Thieu's hard- nosed assertion that there is no peace until he himself signs; secondly, Hanoi's flippant confidence in Paris that an agreement has already been made, there is nothing more to negotiate; we need only sign; and that RN himself set the October 31 deadline The United States seems caught in between, with the Russians pressuring Hanoi to go back to negotiations. Politically, Lubell feels that cease-fire will help McGovern - - while last night's TV reports from Columbus, Ohio, found repeated assertions by voters that the proximity of the cease-fire to the election is not accidental, but political. Shriver, much harder than McGovern, is hitting the theme that they "died in vain. 11 HKS and Goldwater countered for our side -- HKS very effectively. WATERGATE/ESPIONAGE/SABOTAGE - - CBS, in one of the more incredible reports of recent times, devoted 15 minutes to a re-hash of the Watergate - - using charts to show the alleged involve- ment of White House and campaign aides. There was not a shred of new hard news in the piece - - it was a fifteen-minute anti-Administration indictment and tonight they intend to document the financial arrangements. Primarily a Cronkite-Schoor production - - which seems inspired by Variety's attack on the networks for not moving the issue before the country more. Very damaging politically. PRESIDENT -- RN vetoes got a good ride this morning -- the Democrats, however, were keyed to respond, and their harsh attacks on RN as anti-humanitarian are generally run beneath the RN vetoes. The President's appearance in West Virginia and Kentucky gets excellent press and media coverage of yesterday morning and afternoon -- seen nothing negative yet. The corn sale also gets additional coverage this morning - - but again, it is Vietnam, Vietnam, Vietnam - - first, second and third today. #####
