THE PRESIDENT HAS SEEN WEEKEND NEWS REVIEW September 10, 1973 The major stories of a busy weekend w/ Admin. related events getting prominent coverage, eg: RN speech on Legisl; RN energy plans; RN breakfast w/ Mansfield; VP speech on W'gate obsession; HAK hearings and the economic news: RN seem to present more conciliatory approach than in news conf at Mansfield session and in Sun. speech. Wires/CBS both noted absence of partisanship and criticism from speech which led NBC w/ less positive report. RN Energy plans led 4 of 6 Sunday papers and a 5th led w/ Housing plans. RN announces national goal to free US from Mideast oil dependency, led CBS Sat w/ 6 minutes on RN action and negative reaction by NYC Air Resources Director to RN call for relaxation of emission standards. NBC pegged its 3 minute lead on that RN plan as 1 way to deal w/ RN sees as short-term problem. Silent film on both nets of Cabinet room session. Clip on NBC of RN saying this isn't a crisis -- he was careful not to sound alarmist, said NBC. CBS clip of RN saying we can't be at mercy of anyone for oil -- similar clip on NBC and CBS clip as RN called for govs to cooperate in relaxation of emission stnds. Love also on CBS reinforcing need for action. NBC's Cochran saw a Pres. recovering from W'gate, ready to take on opponents on specific problems this time it's the con- flict between providing fuel and protecting environment. Both nets and papers provided outline of RN plans. NBC noted Time report that Steve Bull has told Comm. he delivered to RN 8- 10 tapes June 4. And, noted NBC, they were all "fully unwound" when Bull picked them up. NBC noted RN has said he listened to only 2 tapes. Naughton reports in Times that when no courier was available to bring 4/15 tape to WWH during Dean testimony, RN had Buzhardt listen at WH and brief him on contents. Said by Comm. sources to be "only 1 of several [such] instances. 11
