ENERGY
Explaining govt's been looking at what it could do to make
sure fuel's available at all stops, to provide for surcharge and
later for pass-thru of increased costs, Usery on CBS AM noted
tentative agreement reached provides for price freeze only til end
of Feb. Truckers rep Fleet admitted rollback was original goal
but truckers agreed w/ Simon that it wouldn't solve the problem
ultimately. Thus, they compromised on pass-thru provision.
Brennan on Today w/ hopes that agreement sticks. Noting several
points re: supply and price freeze, he said truckers had "justifiable
grievance, 11 but violence and tying up US was "ridiculous" and can't
be tolerated. He hopes truckers understand USG is doing all it
can and there's no sense in prolonging strike. Truckers have to
cooperate, too, Brennan emphasized, noting USG doesn't work
for just 1 group but for everyone. If strike does continue, he
pointed out, economic effects could be very serious in some areas.
Pre-apparent settlement, Reagan described truckers as
confused men who don't understand how Admin's moved to help them.
He doesn't think it makes sense for 1 industry to insist it be provided
for "at a loss to everyone else. 11 He called forced truck stop closures
"an infringement on private property rights. 11 While some truckers
have "legit beefs, 11 Reagan pointed to increased fuel and pass-thru.
He branded as false charges that shortage was contrived or that oil
and Admin are in collusion -- in fact business today ''has least influence
on govt it's had in US history. 11
LA Times says truckers have a right to pass-thru costs. 11 But
many of demands are unreasonable and resort to force is inexcusable. 11
Edit notes truckers have made so much noise and created so much
chaos that some realities of situation have been forgotten. And there's
a suspicion WH has panicked. It's impt to keep in mind that indies
represent only 1/3 of the industry. Edit warns USG "must be careful
not to disrupt entire industry in order to satisfy part. 11 RN's freeze
is "at best inconsistent and at worst disruptive" given FEO's arguing
against artificial manipulation of prices. "But it's better than bowing
to demands "for rollback or special trucking rate surcharge.
