In the NPRM, we proposed in paragraph (a) of this section to
award bonuses based on four work measurès and three "non-work"
measures. We proposed the work measures in paragraph (b) of this
section. As we said in the overview of comments on the work
measures above, there was strong support for these measures,
although we received a number of suggestions for substantive
modifications and technical changes. We address these
suggestions in the discussion of $270.5 and $270.6 below.
Section 270.4 (c) Measure of participation by low-income working
households in the Food Stamp Program
Under the proposed food stamp outcome measure, we would measure
the improvement in the number of low-income working families
(i.e., families with children under the age of 18 who have an
