RE:
Attached is a summary of the John Kerry-Bob Smith Education Plan
announced last week. They propose investing $25 billion over 5 years in
education under this plan. Those of you working on the FY2000 Budget
and ESEA reauthorization will be interested that their plan proposes
dramatic investments in many of the same areas that we are considering,
including:
Increasing funding in our 21st Century Community Learning
Centers after-school program to $400 million per year to serve 1
million students per year (the same level as our FY2000 appeal to
OMB);
Establishing a $2 billion over 5 years early childhood initiative to
ensure children begin school ready to learn (the Education
Department also proposed a $2 billion over 5 year new early
childhood initiative in our FY2000 appeal to OMB);
Dramatically expanding investments in teacher quality and
recruitment;
Establishing a small $20 million per year grant program to promote
public school choice; and
Dramatically expanding funding for comprehensive school
reform (our FY2000 appeal requested an $80 million increase for
a new round of competitions).
