The National Campaign to Prevent Teen Pregnancy
February 1996
This proposal lays out the rationale and need for a National Campaign, describes its
mission and guiding principles, its proposed activities, and its leadership, organization, and
funding.
A. Why The National Campaign to Prevent Teen Pregnancy?
There are at least eight reasons to mount a national campaign:
1. The magnitude of the teenage pregnancy problem is great.
more than 40 percent of young women in the United States become pregnant before
they reach age 20, producing the highest teenage pregnancy rate of any industrialized nation. In
1988, the teenage pregnancy rate in the United States was more than twice that of England and
Wales, twice that of Canada, and almost ten times that of Japan.
the teenage pregnancy rate has increased over the last two decades and by 1991 reached
about 115 pregnancies per 1,000 young women ages 15 to 19; in 1976, the comparable rate was
about 101 per 1,000.
half of the almost 1 million pregnancies among teenage women each year
end in birth and a third end in abortion; the rest end in miscarriage.
the birth rate among teenagers is also very high compared to other industrialized nations
and as of 1993 stands at about 60 births per 1,000 teenaged girls ages 15 to 19.
the vast majority of pregnancies to teenagers — about 85 percent - are not planned or
