Thank you for speaking with Linda Navarro yesterday regarding our opposition to
Senator Roth's proposal that would be detrimental to Indian people. I am sending you
three documents that will explain where we are at.
First; is a copy of a "Memorandum of Agreement" between the Indian Health Service and
the Health Care Finance Administration allowing Indian health programs to bill HCFA
directly, thus removing tribal health programs from the state block grant. IL am sure you
know that as sovereign nations, we should not have to negotiate our services with state
governments. Senator Roth' proposal will place tribes at the mercy of states to serve our
own Indian people.
Secondly; is a letter from Andy Schneider, Center on Budget and Policy Priorities that
details the harm that will come to tribes if this proposal is passed and signed by the
President. Andy is former chief counsel for Congressman Henry Waxman and Richard
Gebhardt and very knowledgeable on Indian issues.
Third; is my previous fax to Lynn Cutler
At this time we have organized our tribes and health programs to write to Senator
Nighthouse-Campbell to intervene on our behalf on the Senate floor. We are also
contacting our two California Senators, Boxer and Feinstein for support.
We appreciate anything your office can do to remove tribes from the state block grant
system. We do not believe in creating another bureaucracy for tribal programs.
