Dear Ms. Cutler:
The Northeast is being bombarded with misinformation about Indian sovereignty. Even Admiral
John Padgett of the U.S. Submarine Base disputed its justification with me at a recent dinner in
Quarters C in Groton.
In a follow up letter to him I offered to suggest to you that copies of the President's Executive
Order and government to government directives concerning American Indians also be sent to the
military because of the enormous impact bases have in the areas where they are located.
